Recently, the Jiangxi Provincial Department of Housing and Urban-Rural Development issued the "Special Work Plan for the Treatment of Common Quality Problems in Residential Projects in Jiangxi Province," ensuring that within five years, the prevention and treatment coverage rate for common quality problems in newly built residential projects reaches 100%. From May 8 to 16, the Jiangxi Provincial Construction Engineering Safety and Quality Supervision Administration dispatched experts to conduct strict supervision and law enforcement inspections on the quality and safety of construction projects in the province in 2014.
It is understood that this inspection aims to further strengthen the quality and safety work of construction projects across the province, promptly grasp the dynamics of construction project supervision by construction and housing authorities at all levels, promote the enhancement of quality and safety awareness among the responsible entities of all parties involved in construction, and ensure the implementation of quality and safety responsibilities. On the basis of supervising the self-inspection and random inspection conducted by construction departments at all levels, the Provincial Construction Engineering Safety and Quality Supervision Administration will randomly select 56 projects that have passed inspection by their respective construction authorities (5 from each district-level city, 6 from Nanchang City), including public building projects, affordable housing projects, and commercial and residential projects.
This inspection is a supervision of the self-inspection and random inspection conducted by construction departments at all levels. It includes the implementation of the "Special Work Plan for the Treatment of Common Quality Problems in Residential Projects in Jiangxi Province" and the "Notice on Reporting the 2014 Construction Project Quality and Safety Supervision and Law Enforcement Inspection Situation"; the realization of the "three 100 percents" (household acceptance of affordable housing projects, permanent identification plates, remote video monitoring) in each district-level city; the use of the remote video monitoring system, inspecting project sites, and having monitoring administrators log into the remote video monitoring system to check the use of the "Supervision Daily Management System" by the chief supervision engineer; and inspectors providing detailed descriptions of problems existing in the projects.
