Premier Li Keqiang at the construction site of the Derun Sewage Treatment Plant in Chifeng, Inner Mongolia
On the morning of the 22nd, Premier Li Keqiang arrived at the construction site of the Derun Sewage Treatment Plant in Chifeng, Inner Mongolia. He told the company's executives that our cities are bright and shiny, but underground infrastructure remains a weak link. "Appearance" is the city's look, while "substance" is the city's conscience. Only by building a solid "substance" can we support the "appearance." This is a project of fundamental importance for generations.
On the 22nd, Premier Li Keqiang listened to a report on urban infrastructure construction in Chifeng. The reporters raised several long-standing issues involving wind power construction, road transportation, forestry planning, and more. As he listened, Li Keqiang called the relevant department leaders to his side, asking detailed questions and arranging on-site coordination to resolve them. Before leaving, Li Keqiang joked to the autonomous region leaders: "You've turned this into an on-site work meeting for me!"
On the 22nd, while inspecting urban infrastructure construction in Chifeng, Li Keqiang encouraged the local government to attract more social capital in future urban infrastructure projects to shore up the "weak links" in urban development. Citing urban sewage treatment as an example, he pointed out that relying solely on government subsidies is unsustainable; industry access should be opened up to attract more social capital, thereby enabling the independent operation and profitability of relevant projects.
On the 22nd, at the Chifeng sewage treatment project site, Li Keqiang climbed onto the scaffolding to talk with migrant workers. He said, "You have contributed to the city's above-ground projects, and now you are working on underground projects to lay the foundation for long-term development. You are double heroes of urban construction. Urban underground facilities have a long history of neglect; in the future, more underground projects will be undertaken. Learn these technologies well, and you will have more work in the future!"
On the 22nd, at Chifeng Industrial Vocational and Technical College, student Sang Limeng presented the Premier with an award-winning part he had made for a skills competition. Li Keqiang examined it carefully, praised it as "nearly perfect," and said he would put it in his office. The Premier told the students present that skills are never a burden; mastering a skill gives you the ability to go anywhere in the world without fear—an iron rice bowl that can never be broken.
