It was learned from the Municipal Commission of Housing and Urban-Rural Development a few days ago that in the first four months of this year, among the city's key projects, 18 new projects have started construction, accounting for 13% of the annual start plan, and among the completion projects, one has been completed.

 

　　According to statistics from the Municipal Major Projects Office, the 2013 key projects are divided into five major categories with 240 items, including 103 continued projects, 137 planned new starts, and 54 planned completions, with a total investment of 1,343.2 billion yuan and an annual planned investment of 227 billion yuan.

 

　　Major projects: 40.7 billion yuan of investment completed in the first four months

 

　　A responsible person from the Municipal Commission of Housing and Urban-Rural Development said that in the first four months, the city's major projects have completed a cumulative investment of 40.7 billion yuan, accounting for 17.93% of the annual plan, of which continued projects completed 24 billion yuan and new projects completed 16.7 billion yuan. Judging from the category distribution of completed investment in the first four months, ecological environment projects accounted for 26.8%, modern industry projects 24.2%, livelihood security projects 23.5%, and transportation projects 20.5%.

 

　　Capital input will continue, and the Municipal Commission of Housing and Urban-Rural Development is also pushing new projects that have not yet started to break ground as soon as possible. In the "big ledger" for supervising and coordinating key projects, among the projects that have not yet started, 40 are in the planning and design scheme stage, 42 are in the project approval and feasibility study stage, 10 are undergoing preliminary design, 8 are handling land use procedures, 3 are handling project planning procedures, 3 are conducting project bidding, 2 are carrying out expropriation and demolition work, and 11 are preparing for construction.

 

　　Relieving traffic: key projects mostly bear the name "rail"

 

　　According to the responsible person, a total of 55 transportation projects have been determined this year, including 1 airport construction project, 18 rail transit and supporting projects, 4 expressway projects, 28 urban road projects, and 4 transportation hub and other projects. In the first four months, 8.3 billion yuan of investment was completed, accounting for 19.2% of this year's plan.

 

　　Regarding the railway and intra-city rail transit projects that citizens are most concerned about, the responsible person gave a focused introduction. As of the end of April, the Shijingshan section of the Fengsha Railway underground reconstruction had obtained the project approval and planning opinion letter, the Fengtai Railway Station reconstruction and expansion had obtained project approval, and the underground diameter line from Beijing Railway Station to Beijing West Railway Station had completed 81% of the total project volume. Phase II of Subway Line 10 has achieved loop operation.

 

　　Progress on road construction projects has also been unambiguous. Before the end of April, the reconstruction project of Phase II of National Highway 111 (Tanghekou—city boundary) had completed 30% of the total project volume. The southern extension of Majiapu West Road had completed 33% of the total project volume. The Dongguan Avenue (Xinhua Street—Tongyan Expressway) road project in the canal core area had completed 64% of the total project volume. Jingliang Road had completed 72% of the total project volume. The North Ring Tunnel project in the canal core area had completed 73% of the total project volume. The new line of Jingzhou Highway had completed 82% of the total project volume. The Fushi Road bus rapid transit system had completed 84% of the total project volume.

 

　　Supervision and acceleration: ecological environment projects got off to a good start

 

　　The responsible person introduced that a total of 37 ecological environment projects have been determined this year, including 7 solid waste treatment projects, 22 water affairs projects, and 8 greening projects. In the first four months, 10.9 billion yuan of investment was completed, accounting for 24.3% of this year's plan.

 

　　The first lining of the shield tunneling for the Donggan Canal project has cumulatively completed 1,450 meters, accounting for 3.3% of the total project volume. The laboratory and comprehensive office building of the Gaobeidian reclaimed water plant and reclaimed water utilization project have basically completed other professional installations, accounting for 26% of the total project volume. The Lujiashan National Urban Solid Waste Resource Utilization Demonstration Base is conducting equipment debugging, accounting for 30% of the total project volume. All civil engineering single structures in the plant area of Phase I of the Future Science and Technology City Reclaimed Water Plant have started construction, accounting for 64% of the total project volume. The 2013 Beijing Plain Afforestation Project has planted 310,000 mu, accounting for 90% of the total task of 350,000 mu, and completed 54% of the annual planned investment. Demolition and relocation, infrastructure, service facilities, greening and planting, and other projects of the Nandahuang Leisure Forest Park project have basically been completed...

　　Ensuring livelihood: medical care, education, housing, and energy conservation advance together

 

　　A total of 37 livelihood security projects have been determined this year, including 1 comprehensive improvement project, 5 old city reconstruction and population relocation projects, 3 affordable housing projects, 8 medical and health projects, 12 cultural and educational projects, and 8 social service projects. In the first four months, 9.6 billion yuan of investment was completed, accounting for 17.4% of this year's plan.

 

　　Among them, the nursing home at No. 7 Jingyuan Road in Shijingshan District is undergoing foundation and basic engineering, accounting for 7% of the total project volume. For the Beijing Primary and Secondary School Reconstruction Three-Year Action Plan project, 5.63 billion yuan of funds has been secured for urban and rural primary and secondary school construction projects, accounting for 18% of the total project volume. Buildings 1 to 10 in Zone C of the Fangshan District mountain population relocation and resettlement project have entered the fourth-floor above-ground structural construction, accounting for 20% of the total project volume. For the municipal universities three-year construction plan project, about 450,000 square meters of floor area has been completed, with 6 completed projects, accounting for 23% of the total project volume. The relocation and reconstruction project of the new site of No. 35 Middle School has completed 65% of the total project volume. Buildings 1 and 2 of Phase I of the Tsinghua University Tiantongyuan Hospital are undergoing interior decoration, Building 3 has been completed, and 84% of the total project volume has been completed.

 

　　"A total of 31 energy and resource projects have been determined this year, including 5 thermal power projects, 12 heating projects, 7 power transmission and transformation projects, and 7 gas projects. In the first four months, 2 billion yuan of investment was completed, accounting for 9.1% of this year's plan." 　　"At present, the first batch of concrete has been poured for the Jingneng Gas Thermal Power Plant of the Northeast Thermal Power Center. The Chaoyang North Road heating pipeline project is carrying out tunnel earthwork excavation and has completed 40% of the total project volume." The responsible person said that among this year's key projects, the Yaojiayuan Road heating pipeline project has progressed especially rapidly; at the time of statistics, it had cumulatively completed 2,391 meters of initial tunnel lining, accounting for 70% of the total project volume.
