The reporter has learned that the Xinjiang Uygur Autonomous Region Development and Reform Commission and other departments have drafted the "Plan for Promoting Xinjiang's Opening-Up and Economic Development within the Framework of the Silk Road Economic Belt." The plan proposes a layout concept for three corridors in Xinjiang along the Silk Road Economic Belt. The key tasks for the next stage are to fully leverage Xinjiang's geographical and locational advantages, accelerate the construction of a comprehensive transportation system integrating rail, road, aviation and pipelines linking the interior with Central Asia, West Asia, South Asia, Europe and Africa, and comprehensively enhance Xinjiang's role as an international corridor and transportation hub within the Silk Road Economic Belt.
The plan proposes that, in terms of overall layout, the three corridors—north, central and south—should serve as the main development axes, radiating to surrounding areas to form a new pattern of open development in Xinjiang featuring full-territory passage, comprehensive coverage and all-line connectivity, comprehensively driving the opening-up and construction of central cities, key towns and all 17 land border ports along the routes.
According to the plan, the northern corridor starts from Yiwu, runs along Barkol, Fuyun, Beitun and Altay, then northward from Burqin through the Jikepulin port (pending opening) to Russia, westward through the Jimunai port and the Akhetubiek port (pending opening) to Kazakhstan, and eastward radiates to the Takashiken, Hongshanzui, Laoyemiao and Ulastai ports facing Mongolia.
The central corridor runs westward along Hami through Urumqi, Changji, Shihezi, Kuitun and Jinghe, with one branch exiting through the Alashankou port, and another passing through Yining and entering Kazakhstan via the Dulata port in Chabucha'er, the Horgos port in Huocheng and the Muzart port in Zhaosu.
The southern corridor enters Ruoqiang from Golmud, then passes through Qiemo, Hotan, Shache and Kashgar, reaching Tashkurgan and entering Pakistan and Tajikistan via the Khunjerab and Karasu ports.
Regarding the key tasks for accelerating the construction of a comprehensive transportation system in the next stage, the plan proposes: First, accelerate the construction of the northern corridor. While advancing railway projects such as the Zhundong Jiangjunmiao–Hami line and the Hami–Ejin section, promote the preliminary work for railway projects including Zhundong–Fuyun–Beitun–Jimunai port, Santanghu–Laoyemiao port, Fuyun–Qinghe–Takashiken port, and Karamay–Tacheng–Baketu port, striving to complete and put them into operation during the 13th Five-Year Plan period.
Second, accelerate the construction of the southern corridor. While advancing the Korla–Golmud railway project, focus on promoting the domestic section of the China–Kyrgyzstan–Uzbekistan railway, actively advance the preliminary work for the China–Pakistan railway and the China–Pakistan energy pipeline projects, and accelerate various preliminary works for the Aksu–Kashgar railway double-tracking and the Ruoqiang–Hotan railway projects, striving to complete and put them into operation during the 13th Five-Year Plan period.
Third, accelerate the development of the aviation market. Accelerate the opening-up of Xinjiang's aviation market and promote market development through opening-up. Allow more foreign airlines to enter Xinjiang's civil aviation market, actively attract foreign investment in airport construction, and promote competition and development through opening-up. Support Urumqi and Kashgar in enjoying visa-on-arrival policies, apply for the opening of traffic rights at Urumqi International Airport and Kashgar Airport, so as to attract airlines from Central, Southwest and South Asia and Eastern European countries to enter Xinjiang for passenger and cargo transport, and enhance the competitiveness of Xinjiang's airports in the international markets of Central Asia, West Asia, South Asia and Europe.
Fourth, accelerate the construction of port infrastructure and informatization.
