According to the website of the Ministry of Land and Resources, China's real estate registration has entered the countdown phase. Starting in 2014, it will take about 3 years to fully implement the unified real estate registration system, and about 4 years to operate the unified real estate registration information management platform, forming a unified real estate registration system.
At present, the overall plan is to establish the foundational system for unified registration in 2014, advance the transitional implementation of the unified registration system in 2015, fully implement the unified registration system in 2016, and put the real estate registration information management platform into operation before 2018, basically forming the unified real estate registration system.
In the process of establishing the unified registration system, it is necessary to maintain stability and continuity in the work. Before institutions are established and the integration of responsibilities and data is completed, all departments will continue to carry out routine registration work according to their existing working models, so as not to affect the public's ability to smoothly obtain property rights certificates.
After the implementation of unified registration, new certificates will be put into use. The various types of certificates already issued will remain valid, and there will be no mandatory certificate replacement; instead, old certificates will be gradually replaced to ensure that no additional burden is placed on enterprises and the public.
A relevant official of the Ministry of Land and Resources pointed out that integrating real estate registration responsibilities and establishing a unified real estate registration system is an important part of the State Council's institutional reform and function transformation plan, an inevitable requirement for improving the socialist market economy system and building a modern market system, and also a foundational task for implementing the Third Plenary Session of the 18th CPC Central Committee's proposals to "improve the property rights protection system," "give farmers more property rights," and "improve the property rights system for natural resource assets." It is of great significance for protecting the lawful property rights of real estate rights holders, improving the efficiency and level of government governance, facilitating enterprises and the public, and especially for further improving a modern property rights system with clear ownership, well-defined rights and responsibilities, strict protection, and smooth circulation, and for consolidating the foundation of the socialist market economy.
It is reported that the Ministry of Land and Resources will focus on the "four unifications" of registration institutions, registration basis, registration registers, and information platforms, and devote efforts to legal system development, comprehensively building an institutional framework at multiple levels including laws and regulations, rules and policies, and technical standards. Efforts will be made to build an information-sharing platform to achieve real-time mutual sharing of various types of real estate approval, transaction, and registration information, improve government administrative efficiency, facilitate lawful public inquiries, and provide effective services. The application fields of the information platform will be gradually expanded to create conditions for establishing and improving the social credit system and the national natural resource asset management system.
