On the 10th, Dongguan held the "Comprehensive Demonstration City for Energy Conservation and Emission Reduction Fiscal Policy Construction and Environmental Protection Work Conference," planning to invest 50 billion yuan in the construction of more than 100 energy conservation and emission reduction projects.

According to Xu Jianhua, Secretary of the Dongguan Municipal Party Committee, after more than 30 years of rapid development, although Dongguan has achieved remarkable accomplishments in economic and social development, it has also paid a huge price in resources and the environment and accumulated considerable historical debts. At present, Dongguan's industrial structure is dominated by labor-intensive industries, its energy utilization structure is dominated by coal, and it is highly dependent on the environment. Both its total emissions of major pollutants and its emissions intensity per unit rank among the highest in the province.

Data show that compared with Guangzhou, Shenzhen, and Foshan, although Dongguan's GDP ranks fourth, it ranks first in sulfur dioxide and nitrogen oxide pollution and second in COD (chemical oxygen demand) and ammonia nitrogen. In addition, among the four pollutants in terms of emissions per 10,000 yuan of GDP, it ranks first in all of them.
