An official from the Zhangzhou Municipal Development and Reform Commission introduced that the cooperation zone, with the border between Raoping County and Zhao'an County as its central axis, will fully utilize the unique port, marine, ecological, and cultural resources of both sides, deepen Guangdong-Fujian cooperation and the development mechanism for cooperation with Taiwan, and focus on building functional areas such as the Soviet Area Industrial Transfer Park, the Fujian-Guangdong-Taiwan Business Investment Zone, the Fujian-Guangdong Logistics Hub, the Marine Economic Cooperation Experimental Zone, and the Fujian-Guangdong Modern Agriculture Zone.

As the first cross-provincial economic cooperation zone in the West Coast of the Taiwan Strait region and even the eastern coastal area, relevant persons believe that the accelerated advancement of the Fujian-Guangdong Economic Cooperation Zone will play a positive role in promoting the transformation and cooperation of the eastern region, advancing the economic integration of Fujian and Guangdong, and creating an important economic growth pole for the West Coast of the Taiwan Strait.

In September 2013, the governments of Guangdong and Fujian provinces jointly agreed at the 9th Pan-Pearl River Delta Regional Cooperation and Development Forum to establish the Fujian-Guangdong Economic Cooperation Zone. In the next stage, the two sides will further strengthen coordination, optimize and improve the planning of the cooperation zone, and plan to launch the relevant planning scheme during the 10th Pan-Pearl River Delta Conference.
