On February 28, this reporter learned at the citywide “Ecological Construction Year” activity and 2014 environmental protection work conference that, in order to raise the level of ecological Rizhao construction and strengthen effective governance of the ecological environment, Rizhao will fully launch the “Ecological Construction Year” activity this year. With the goal of building a naturally ecological, livable and business-friendly city, the activity will carry out the “Seven Major Ecological Construction Projects,” mainly comprising seven items including environmental protection governance, ecological industry development, ecological greening, and ecological culture cultivation, so as to effectively solve prominent environmental problems of public concern and optimize the city's ecological environment.

    A sound ecological environment is a hallmark and advantage of Rizhao. In the past year, Rizhao's urban air quality优良率 ranked among the top in the province, all energy-saving and emission-reduction tasks were completed smoothly, the city's forest coverage rate reached 39.2%, and the city ranked first in the province for seven consecutive years in the quantitative assessment of comprehensive urban environmental improvement.

    2014 is Rizhao's Ecological Construction Year, and the “Seven Major Ecological Construction Projects” proposed by Rizhao for this purpose will surely enable new breakthroughs in ecological Rizhao construction.

    1 Environmental Protection Governance Project

    Implement the drinking water source protection project, ensure drinking water sources meet Class III surface water standards, and carry out comprehensive rectification of stone-processing enterprises upstream of drinking water sources. Complete the construction of the Yuni River constructed wetland project and develop and protect the Futuan River National Wetland Park. Strictly verify the pollution-carrying capacity of water bodies, strictly approve new, reconstructed, and expanded sewage outfalls into rivers, and establish a water quality compliance evaluation system for water function zones.

    Coordinate and advance dust prevention and control in the Shijiu Port Area and Lanshan Port Area, and strictly control dust pollution in the port areas. At the same time, do a good job in dust control at construction sites, and achieve a greening rate of over 50% for exposed land in built-up urban areas.

    Strengthen standardized management, comprehensive utilization, and harmless disposal of solid waste; complete the kitchen waste treatment plant construction project, the Huangshan landfill site operation and maintenance project, and the Asia Symbol sludge deep drying and treatment further improvement project; build the municipal medical waste disposal center; and advance the construction of the city's first domestic waste treatment facility and station.

    Delineate marine ecological red lines, designate prohibited or restricted development zones, carry out environmental monitoring of nearshore waters, and build an online marine environment monitoring system. Prohibit the new construction and expansion of aquaculture greenhouses.

    Integrate mining enterprises, completely stop the establishment of new mining rights in prohibited mining areas, and close small mining enterprises that seriously damage the environment, waste resources, and use outdated technology. Improve the comprehensive utilization rate of ore resources, and carry out land consolidation and garbage removal on abandoned stone industry land.

    2 Ecological Industry Development Project

 

    Issue opinions on supporting the development of energy-saving and environmental protection industry, promote quality improvement and capacity expansion of energy-saving and environmental protection bases and key enterprises, strengthen the cultivation and introduction of low-energy-consumption, low-pollution, and high-value-added industries, and develop strategic emerging industry projects. Strengthen supervision of resource comprehensive utilization enterprises, with the annual industrial solid waste utilization rate reaching over 84%.

    Do a good job in the construction of national agricultural standardization demonstration projects, provincial modern agriculture demonstration zones, specified animal disease-free zones, agricultural product quality and safety demonstration counties, and ecological agriculture and rural new energy demonstration counties. Promote a circular agriculture development model linked by biogas slurry and residue, optimize the planning and layout of breeding areas, rectify breeding industry emission problems within a time limit, and guide traditional fishery and animal husbandry toward efficient, environmentally friendly, and healthy production models.

    Accelerate the development of producer and consumer service industries such as modern logistics, tourism, finance, information, and e-commerce. Fully complete the energy consumption target tasks for energy consumption per 10,000 yuan of GDP and per 10,000 yuan of added value of industrial enterprises above designated size; supervise the implementation of the energy utilization status reporting system by 26 provincial key units and enterprises included in the national energy-saving and low-carbon action; and establish and improve an online direct reporting system for energy consumption statistics of enterprises consuming more than 5,000 tons of standard coal annually.

    3 Ecological Greening Project

    Strengthen greening of barren hills, and complete the tasks of greening 20,000 mu of barren hills and replanting afforestation within the year. Accelerate the construction of isolation green belts and ecological corridors in urban-rural fringe areas and industrial parks, and build a network-shaped ecological barrier system combining points, belts, and surfaces. Complete 120,000 mu of afforestation and 81,000 mu of forest tending within the year, with the forest coverage rate reaching 40.3%, an increase of 1.1 percentage points over the previous year.

    Implement the “shade project” for urban shaded roads, shaded parks, shaded courtyard communities, and shaded parking lots, improve the level of urban greening, and add 1.44 million square meters of urban green area within the year, with the urban greening coverage rate increasing by 0.2 percentage points over the previous year. Promote shade renovation of 54 unit courtyard communities including the Water Supply Building and Wanghai Community, carry out a general survey and rectification of exposed land in urban areas, and rectify 2.2 million square meters of exposed land within the year.

    4 Central Urban Area Environment Improvement Project

    Optimize the urban development layout, implement differentiated regional development policies such as optimized development, key development, restricted development, and prohibited development, and optimize the layout of “Donggang, Xixin, Nangong, Beiyou, Zhongcheng.” Optimize the port area layout, complete the southward relocation of urban railway freight and port layout adjustment as soon as possible, gradually realize railway freight “entering and exiting from the south” and cargo throughput “concentrated in the north and distributed in the south,” and achieve layout optimization together with equipment and management improvement in one step.

    Keep urban roads clean, improve the mechanized cleaning rate of urban road cleaning, and strive to achieve a 70% mechanical sweeping rate on main urban roads. Implement 8 rain and sewage diversion projects on road sections such as Weihai Road and Dongying Road in the new urban area and Yanzhou Road and Binhai Fifth Road in the old urban area, build or renovate 8 public toilets on Jinan Road, Zibo Road, and other locations, and build the High-tech Park garbage transfer station and the Binzhou Road sanitation vehicle parking lot.

    Improve the construction of urban public transport and slow traffic systems, encourage the development of public transport and medium- and large-capacity transport, accelerate the upgrading and transformation of the public transport system, strengthen the planning and construction of infrastructure such as urban greenways (bicycle lanes), pedestrian overpasses, and underpasses, and rectify disorderly behavior on sidewalks.

    Strengthen the management of energy-efficient buildings, ensure that the implementation rate of energy-saving standards for new buildings reaches 100% in the design stage and over 99% in the construction stage, and complete within the year the energy-saving renovation of 800,000 square meters of existing residential buildings, the energy-saving renovation of 50,000 square meters of public buildings, the construction of energy-saving monitoring subsystems for 10 public buildings, and energy audits of 200,000 square meters.

    5 Ecological Civilization Village Construction Project

    Advance the construction of ecological civilization villages and the rural civilization action, complete the construction of sewage treatment facilities in 27 new rural communities within the year, and improve and implement long-term management mechanisms on the basis of full coverage of urban-rural sanitation integration and rural garbage collection, transfer, and treatment facilities and equipment.

    Carry out planting pollution rectification, promote soil testing and formula fertilization technology, guide farmers to use biological pesticides or efficient, low-toxicity, and low-residue pesticides, and implement soil testing and formula fertilization on more than 3 million mu within the year. At the same time, with districts and counties as units, establish a database related to the classification of soil environmental governance levels, and establish a strict soil environmental protection system for cultivated land and centralized drinking water sources.

    In addition, strengthen soil erosion control in key areas, implement key soil and water conservation projects such as the Panlong River project area of the comprehensive soil erosion control project on sloping farmland in Wulian County, and complete soil erosion control over an area of 90 square kilometers.

    Actively strive to create ecological civilization districts and counties, carry out ecological civilization village and town creation activities, and strive within the year to create 11 national-level ecological townships (subdistricts), 7 provincial-level ecological townships, and 208 municipal-level ecological villages citywide. Fully launch the creation of a water ecological civilization city, and strive to become a water ecological civilization city by 2015.

    6 Ecological Culture Cultivation Project

    Explore the establishment of an Ecological Civilization City Day, formulate ecological civilization publicity plans, and regularly carry out ecological civilization publicity activities. Organize and carry out ecological civilization-themed educational activities in primary and secondary schools, develop school-based ecological civilization curricula, and promote ecological civilization education into schools and classrooms. Give play to the guiding role of the cultural industry special fund and the Rizhao Literature and Art Award, strengthen the excavation and innovation of ecological culture such as marine culture, tea culture, sun culture, and eco-tourism culture, and provide citizens with more distinctive and high-quality ecological cultural products.

    7 Ecological System Guarantee Project

    Establish a citywide natural resource information registration database, implement a unified natural resource information registration system, and explore the compilation of a natural resource balance sheet. Formulate the Rizhao ecological function zone plan and management measures, carry out surveys and evaluations of the current regional ecological environment in Rizhao, compile and revise plans for nature reserves, ecological function protection zones, and scenic and historic areas, and implement mandatory protection.

    Implement the precondition of water resource demonstration for construction projects, strictly restrict the development of high-water-consumption and high-pollution projects, and promote the adoption of advanced clean production processes and efficient pollution treatment technologies in reconstruction and expansion projects, so as to achieve “increased production without increased pollution.” Carry out ecological compensation pilots in fields such as minerals, forests, water conservancy, agriculture, and water source protection, set up special funds for ecological compensation, and establish mechanisms for supervising the sources and use of funds.

    At the same time, establish a scientific evaluation and guarantee mechanism for ecological environmental protection, and incorporate indicators such as resource consumption, environmental damage, and ecological benefits into the economic and social development evaluation system. Strengthen environmental supervision of key areas, key industries, and key river basins, and focus on using legal means to crack down on environmental violations.
