In 2014, Section One of the Third Company of China Railway Electrification Bureau (hereinafter referred to as Section One) faces a severe construction and production situation, with more than a dozen engineering projects of various sizes needing to be completed and opened to traffic, and the whole year is about to be in the midst of intense construction. To ensure that projects advance on schedule, Section One planned early, prepared early, and acted early. After the Spring Festival, without any post-holiday lull, it quickly launched the battle for the year's construction and production.
Early planning. A 2014 construction and production mobilization meeting was held in a timely manner to carefully analyze the severe situation facing the entire section, clarify construction approaches, designate leaders for on-site supervision, and require all project departments to reverse-schedule the construction period and quickly enter construction mode. In view of the scattered characteristics of the construction front, which is spread across the south, center, and north, it was divided into three areas, with designated deputy section chiefs responsible for coordinating personnel, vehicles, and materials within each area, avoiding project departments fighting separately and improving construction efficiency.
Early preparation. Preparations for post-holiday resumption of work were made in advance. Facing enormous safety pressure throughout the year, the Safety and Quality Department took preventive measures and conducted safety training for all staff; the Materials Department actively contacted manufacturers to urge delivery; and equipment management personnel carried out inspection and maintenance of vehicles and construction machinery to ensure that all mechanical facilities were in good condition. In areas with heavy rain and snow such as Northeast and North China, professional personnel were sent in advance to conduct comprehensive inspections of electricity use, boilers, and temporary facilities at construction camps, eliminating safety hazards and ensuring that post-holiday construction quickly got on track.
Early action. Entering the site at a running pace to quickly open up the construction situation. In February, temperatures in Northeast China were still minus ten to twenty degrees Celsius, and outdoor construction could not be carried out. However, as soon as the safety training ended, construction personnel from the Suijia, Haqi, and other project departments boarded trains heading north and launched an intensive campaign of indoor construction. Other project departments such as Nanguang and Xinxiang South, while helping staff settle back into work after the holiday, conveyed the situation and tasks and led employees to enter the site at a running pace, quickly opening up the construction situation.
At present, construction on all projects of Section One is in full swing and advancing in an orderly manner. Early planning and early action have enabled Section One to quickly pass through the post-holiday construction downturn and rapidly set off a new upsurge in construction and production, getting the year's construction and production tasks off to a good start.
