Efforts are being made to promote demolition and land clearing, complete project administrative approvals, and actively handle water, electricity, and road supporting facilities... Relying on the citywide 'Six Pioneers' competition, starting in June this year, Changsha High-tech Zone will focus on project construction as the core of its work, aiming to ensure 30 new industrial projects start and strive for 40, promoting economic development through active transformation of methods, structural adjustment, and optimization of administrative approval procedures, to complete annual targets.
Five months have passed in a flash, and with the whole district's efforts, project construction has undergone earth-shaking changes. As of the end of last month, the high-tech zone had 21 new projects started this year and 14 completed projects, including the Zoomlion Lugu Second Industrial Park project, which will have an output value of over 10 billion yuan after official production. This month, multiple projects including the Changsha Evening News Group Lugu Cultural Industry Base are also about to start.

Efficient New Projects in Full Swing

'Bang, bang, bang...' At the Honeywell project construction site, over a dozen excavators are swinging their arms to dig soil, dump trucks are shuttling back and forth in coordination with the excavators, and dozens of construction workers wearing blue safety helmets are diligently working at their posts. 'We have just completed pile foundation construction and entered the pile cap construction stage; the project is progressing smoothly,' project manager Zhang told reporters. A main transport road within the project is about to be completed, and after the pile cap construction of the base's main building is finished, the main construction will start immediately.

While the Honeywell project is gaining momentum, the Jinrong Tongxin International Industrial Park, built with an investment of 3 billion yuan, is also under accelerated construction. Currently, 5 buildings have been topped out, 3 buildings are having their exterior scaffolding removed, and some standard factories are expected to be completed and put into production by the end of the year.

'The investment environment in the high-tech zone is excellent, making us feel at home,' said Liu Zongwu, deputy general manager of Xinhe Pharmaceutical and deputy commander of the engineering construction headquarters. The Xinhe Pharmaceutical Park project, which only began application in May this year, took just over four months from application to construction. During the application process, whenever the company encountered any difficulties, dedicated staff would proactively coordinate and resolve them. Such quality service was something Liu Zongwu had never experienced in his decades of career.

High-speed: 14 Industrial Projects Successfully Completed Within the Year

While new projects are going full steam ahead, ongoing projects are also sprinting. This year, 14 industrial projects in the high-tech zone were successfully completed, with a total investment of 5.53 billion yuan. At the Zoomlion Lugu Second Industrial Park project site, the spacious factory building has completed its main structure, internal basic technical construction and office building decoration are basically finished. Workers are cleaning and doing exterior decoration and landscaping.

'The planning was done for 10 billion yuan, and with our existing equipment, an output value of over 10 billion yuan is no problem,' said Chen Peiliang, vice president of Zoomlion and general manager of the Environmental Industry Company. The first phase of the industrial park started construction last year and is expected to reach trial production conditions by the end of this year. Next year, it will have the capacity to produce over 10,000 sets of various types of sanitation machinery and equipment, and after official production, the output value will exceed 10 billion yuan.

This year, the biomedical 'Lujiajun' continues to gain momentum. In addition to new players such as Xinhe Pharmaceutical Park, Tianji Caotang, and the second phase of Fang Sheng Pharmaceutical, veterans like Jiuzhitang and Shengxiang Biology have also delivered impressive results. Currently, the first phase of Jiuzhitang Modern Chinese Medicine Technology Industrial Park has smoothly started trial production, and the second phase is nearing completion and in trial production; the first phase of Fang Sheng Pharmaceutical's new industrial base has also taken the lead in passing the new GMP certification and has been put into production; Shengxiang Biology, 'aiming at the benchmark of molecular diagnostics,' has begun moving to its new base and is preparing for the new GMP certification. The factory is still under renovation and is expected to be officially put into production next year.

At the same time, two major biomedical industrial parks were also completed this year. The first phase of the Lugu International Medical Device Industrial Park has been fully completed and sold out, with 41 companies settled in. Before the second phase of Lugu Medical Device Park even started construction, more than 60 companies have expressed cooperation intentions. Biomedical industry projects such as Dekang Pharmaceutical and Harbin Pharmaceutical Cihang are also in the pipeline. The biomedical Lujiajun is advancing triumphantly and steadily rising.
