At the end of 2013, in the annals of the National Excellent Luban Prize for construction projects, the Beijing Ritan Hotel project, an important window for the All-China Federation of Trade Unions' external exchanges, was listed. The creator of this outstanding achievement is Liu Dedao, a national excellent project manager and project manager of the 31st Project Management Department of Beijing Urban Construction No.2 Company. For over a decade, Liu Dedao has 'learned the way' with integrity, 'sought the way' with integrity, and 'built the way' with integrity, creating benefits and winning honors for the enterprise!

　　Dedao 'Learns the Way'

　　Liu Dedao was initially a layman in engineering construction.

　　In 1996, after transferring from the Central Guard Bureau to Beijing Urban Construction No.2 Company, he engaged in civilized site management inspections, statistics, and planning, among other tasks, for seven years. At first, he was unfamiliar with common construction terms such as slump, anchor rod, and parapet. Through continuous self-study, learning industry regulations and operating procedures, gaining experience on construction sites, and attending various training classes in finance, budgeting, safety, statistics, and project management, he steadily 'got on track' and transformed from a layman into an expert. When inspecting sites later, he was confident and could not only identify hidden dangers but also propose countermeasures for rectification.

　　Liu Dedao said: 'I can't just be big on the outside; I need substance inside. Whatever you do, you must master it. How can you not learn!'

　　Dedao 'Seeks the Way'

　　With extensive knowledge and various construction certificates, Liu Dedao was not satisfied with the status quo and was ambitious and eager to try. But to achieve his goals and dreams, he needed opportunities, and opportunities don't come by waiting.

　　In recent years, the construction market has had more monks than porridge, and competition has been fierce. Therefore, the idea of finding projects for the company constantly flashed in Liu Dedao's mind. But finding projects is not easy, especially for an ordinary employee. However, being strong-willed and never admitting defeat, he decided to explore the market. From then on, he used his spare time, backed by the company's qualifications, achievements, and reputation, to persistently 'create market and attract projects.' Hard work paid off. After many efforts, Liu Dedao moved 'God' with his sincerity, patience, and determination. In March 2003, with the company's assistance, Liu Dedao successfully won the bid for the 12,000-square-meter No.11 residential building project at the China Institute of Industrial Relations. At the same time, the company appointed him as the project manager. From then on, Liu Dedao gave up his easy office job, challenged himself, and began his entrepreneurial career as a project manager.

　　Subsequently, with strict management and excellent quality, Liu Dedao secured the follow-up project, the 16,000-square-meter No.12 residential building at the China Institute of Industrial Relations. From 2007 to 2009, Liu Dedao completed the maintenance tasks for the office buildings of the Central Direct Organs and the National People's Congress with high quality and efficiency, achieving an output value of nearly 10 million yuan. Small projects earned him a good reputation, and unexpectedly, Liu Dedao received information about a large project. In October 2009, with the company's cooperation, Liu Dedao successfully won the bid for the renovation and expansion project of the Ritan Hotel under the All-China Federation of Trade Unions, with a total construction area of 69,563 square meters.

　　In this project, Liu Dedao organized meticulously and arranged scientifically. The project started on April 8, 2010, and was completed on September 28, 2012. The project adopted nine major categories and 20 sub-items from the 'Ten New Technologies for Construction Industry Promotion,' and the overall quality reached the domestic leading level. The project won the Beijing Construction Industry New Technology Application Demonstration Project, the Beijing Structure and Completion Great Wall Cup Awards, the Beijing Excellent Engineering Design Award, the Beijing Civilized and Safe Site, and two National QC Group Activity Achievement Awards. At the end of 2013, the project won the national construction industry grand prize—the Luban Prize, increasing Beijing Urban Construction No.2 Company's Luban Prize-winning projects to 11. Liu Dedao won projects, benefits, and honors for the company!

　　Dedao 'Builds the Way'

　　Having obtained hard-won projects, one must also execute them well. The 12,000-square-meter No.11 residential building at the China Institute of Industrial Relations was Liu Dedao's first project as a project manager. Full of confidence, he set four goals before construction: first, ensure project profitability; second, eliminate major safety accidents; third, ensure the contract quality objectives are met and provide users with premium projects; fourth, ensure that each project builds a brand, expands a market, and secures follow-up tasks. Hard work paid off. After a year and a half of scientific management and meticulous construction, Liu Dedao's first project as project manager—the 12,000-square-meter No.11 residential building at the China Institute of Industrial Relations—was completed. These two projects accumulated rich project management experience for Liu Dedao, laying a solid foundation for his later command of the Ritan Hotel project to win the National Excellent Luban Prize.

　　In October 2009, Liu Dedao successfully won the bid for the Ritan Hotel renovation and expansion project, a five-star hotel integrating accommodation, dining, leisure and entertainment, business conferences, supporting services, and an underground garage.

　　To build this major project well, after entering the site, Liu Dedao demanded that all management personnel achieve 'four satisfactions': first, satisfaction of the client and supervisor; second, satisfaction of government functional departments; third, satisfaction of the company; fourth, satisfaction of employees. From then on, the project management team united and worked around these 'four satisfactions' proposed by Liu Dedao, overcoming many difficulties such as tight schedule, complex technology, high technological content, deep foundation pits, narrow site, numerous embassies around the project, and proximity to residential areas. They formulated scientific construction plans and meticulous schedules, and carried out the construction of the Ritan Hotel in an intense and orderly manner.

　　In response to the characteristics and difficulties of five-star construction, Liu Dedao was determined to win with science and technology, vigorously promote new technologies and scientific achievements, and prepare technical preparations for key construction. He established a science and technology demonstration project leadership group with himself as the leader, organized all staff to seriously study and promote advanced construction methods, processes, and related knowledge, so that everyone would establish the awareness of 'building with science and technology,' and fully implement the management guiding ideology of 'seeking quality, efficiency, and progress through science and technology' throughout the construction process. Before formal construction, Liu Dedao organized technical, production, and measurement professionals to formulate a plan for the application of science and technology promotion projects, widely adopting new technologies, materials, and processes to ensure construction quality and progress. Under Liu Dedao's meticulous organization, the project successfully applied nine major categories and 20 sub-items from the 'Ten New Technologies for Construction Industry Promotion,' such as prestressed anchor rod construction technology and HRB400 steel bar application technology...
