　　A Perfect Finish in 2013, A Brilliant Start in 2014

　　The lively snake danced farewell to the old year, while the galloping horse heralds the spring sunshine. In 2013, the Yungui Railway (Yunnan Section) Command of CRCC 18th Bureau Group closed the year with brilliant figures: the annual total output value reached 1.02 billion yuan, accounting for 106.2% of the Yungui Company's adjusted annual investment plan, setting a new record while achieving the zero target for safety and quality accidents. At the beginning of 2014, good news kept pouring in: on January 10, the Xinfa No. 2 Tunnel was successfully holed through; the group was successively awarded the "2013 Excellent Organization Award for Joint Creation and Co-construction" and the title of Advanced Unit by the owner, and ranked among the top in credit evaluation.

　　As a trunk railway in the National Medium- and Long-Term Railway Network Plan, the Yungui Railway is the railway project with the longest mileage, the highest standards, the most counties and districts covered, and the largest investment scale within Yunnan Province. From the new Kunming South Passenger Station eastward through Shilin, Honghe, Wenshan, and Baise to Nanning Station, the main line is 710 kilometers long. Within the construction section of CRCC 18th Bureau Group, the terrain is highly undulating, geological conditions are extremely complex, power grid capacity is tight, local materials are in short supply, land acquisition and demolition issues are complicated, and construction is difficult.

　　The "leadership team" of the Yungui Railway Command of CRCC 18th Bureau Group—including Executive Deputy Manager Yang Jiming, Party Working Committee Secretary Yi Chenghui, and Chief Engineer Fan Qiulin—led officers and workers such as Hui Wuping, project manager of the First Company, and Zhang Guangwen, secretary; Yu Changbin, project manager of the Second Company, and Zhao Kexin, secretary; He Guoshan, project manager of the Third Company, and Wei Qiusheng, secretary; Wang Zhanzhong, project manager of the sleeper factory of the Fourth Company; and Cao Jinlu, project manager of the Sixth Company. In 2013, through labor competition activities such as "A Hundred Days of Intensive Work to Overcome Difficulties and Ensure Goals" and the "Dry Season Campaign," they fully implemented the work requirements of "ensure safety, ensure quality, ensure stability, and ensure tasks," overcame difficulties, organized scientifically, and constructed meticulously, achieving phased construction node goals: a total of 1,954.3 meters of tunnel works were completed, and the Xinfa No. 1 Tunnel, Xiaopotou Tunnel, and the entrance section of Dongfeng Tunnel were successively holed through. The lower structures of the Dianxi River No. 1 Grand Bridge, Xiaoyize Bridge, Dashachong Bridge, Liuqi Village Medium Bridge, and Xiaotuanpo Bridge were all completed. On October 1, the stiff-skeleton steel pipe arch of the Nanpan River Grand Bridge—the world's largest-span stiff-skeleton reinforced concrete arch bridge for mixed passenger and freight high-speed railways—was accurately closed, 40 days ahead of the scheduled node. The continuous girder of the Zhongyize Bridge passed the first-piece evaluation by the China Railway Corporation. Subgrade works completed 60% of the total, and ancillary works completed 30% of the total. The sleeper factory has been built and is about to be put into production.

　　Every effort brings its reward. At the "2014 Construction Work Conference of the Yungui Railway and Yunnan Section of the Shanghai-Kunming Passenger Dedicated Line" on January 3 this year, the group company was "loaded with achievements": it was awarded the honorary title of "2013 Excellent Organization Award for Joint Creation and Co-construction" by the owner, ranking among the top three of the eight construction units on the Yungui Line; it won the title of Advanced Unit for 2013 and a reward of 1.34 million yuan; the Nanpan River Grand Bridge and the No. 1 cross adit of Dongfeng Tunnel received the "Safety and Quality Management Demonstration Work Site" plaque and a bonus of 100,000 yuan; the continuous girder of the Zhongyize Grand Bridge received the "Standardized Construction Demonstration Work Site" plaque and a bonus of 50,000 yuan; the central laboratory received the "Excellent Central Laboratory" plaque and a bonus of 40,000 yuan; and eight comrades including Wang Xiaohui and Ma Yingchun were rated as outstanding workers. Credit evaluation rose steadily: the first-half credit evaluation score was 295 points, ranking sixth, and the second-half score was 296.5 points, ranking fifth.

　　Entering 2014 and standing at a new starting point, how to complete the year's construction and production tasks faster and better is the "focus" and keyword hotly discussed by participating employees at the beginning of the new year. On January 13, the Yungui Railway (Yunnan Section) Command of CRCC 18th Bureau Group held the 2013 Summary and Commendation Meeting and the 2014 Construction Work Conference. Executive Deputy Manager Yang Jiming arranged and deployed this year's key work in six aspects: first, clearly understand the situation, firm up confidence, and fight a tough battle in this extraordinary period for the Yungui Railway; second, clarify tasks, make an all-out effort, and ensure the realization of all goals; third, strengthen safety awareness and implement control measures; fourth, continue to promote the implementation of standardized processes and methods, strengthen physical testing and defect remediation, and properly carry out acceptance of divisional and sub-divisional works to ensure safety and quality; fifth, firm up the confidence in victory and set off an intensive construction upsurge at the right time; sixth, effectively strengthen overall management and do a good job in the comprehensive development of the workforce. The meeting proposed the goal of completing 980 million yuan of investment in 2014 and striving to complete 1 billion yuan.
