Hubei's Private Enterprises Are Too Small; Region Lacks Companies Like Sany Heavy Industry

“Hubei should cultivate a batch of ‘aircraft-carrier-class’ private enterprises like Sany Heavy Industry to enhance economic vitality and support capacity,” Jiang Hao, a member of the Hubei Provincial CPPCC and vice chairman of the Hubei Provincial Federation of Industry and Commerce, suggested in a proposal he recently submitted.

Jiang Hao said that the private economy currently accounts for half of Hubei's provincial economy, while in the Jiangsu-Zhejiang area the proportion of the private economy has reached more than 80 percent, with high economic vitality, because the private economy is a dynamic economy, an economy that strengthens the province, and an economy that enriches the people.

Hubei's private enterprises are generally small in size. The threshold for the top 100 private enterprises in the province is only 1.5 billion yuan in annual output value, while the threshold for the national top 500 private enterprises is about 7.8 billion yuan. Generally speaking, only when an enterprise reaches an annual operating scale of 5 billion to 10 billion yuan does it have a certain strength and can its innovation capacity be effectively brought into play. Hubei has 18 enterprises on the list of China's top 500 private enterprises. Although it leads in the central region, the number still lags far behind Jiangsu and Zhejiang; Zhejiang, Jiangsu, and Shandong each have more than 100 enterprises on average on the list. If Hubei had 50 private enterprises with more than 10 billion yuan in revenue, their support for the economy would be very different.

Hubei currently does not yet have any “aircraft-carrier-class” private enterprises with annual output value of 50 billion to 100 billion yuan. In particular, it lacks well-known private enterprises with their own brands and market strength that serve the whole country, such as Sany Heavy Industry and Suning Appliance. If Hubei had several such enterprises, the vitality and influence of its economy would also be greatly enhanced.

Jiang Hao believes that Hubei does not lack good brands and business models. For example, “Zhou Hei Ya” is a good business model and brand. However, for Hubei's private economy to become bigger and stronger, government encouragement and guidance are still needed.

Jiang Hao said that in recent years the Hubei provincial government has introduced many policies and measures to encourage and guide the development of the private economy, but further efforts are needed to truly implement them. This requires eliminating the “midstream blockage” in the policy implementation process and the “decay effect” in implementation. He suggested that a third-party evaluation agency for the private economic development environment should be established under the auspices of the Federation of Industry and Commerce to conduct independent and objective investigations and evaluations of the soft environment for economic development, providing a scientific basis for government decision-making.

In addition, he also suggested establishing a Chu merchants venture capital fund, with the government providing matching funds, and drawing on outstanding Hubei investors such as Lei Jun, Chen Dongsheng, and Wang Chaoyong to carry out venture investment and stimulate the vigorous development of the private economy.
