Recently, the long-awaited urbanization plan has finally taken shape. After a year of twists and turns, it is no longer a tasteless chicken rib. The Central Urbanization Work Conference held in December 2013 discussed the "National New-Type Urbanization Plan," and relevant departments made revisions based on the discussion at the meeting. It is reported that the "National New-Type Urbanization Plan" has been revised and submitted, and is expected to be released soon. At this point, the construction machinery industry can finally board the "new-type urbanization" express train, ride the wind in 2014, and move forward rapidly.

The State Will Develop Urban Agglomerations; Multiple Supporting Reforms Urgently Need to Be Launched

In the future development of urban agglomerations, China will focus on cultivating the development of the middle reaches of the Yangtze River urban agglomeration, the Central Plains urban agglomeration, the Shandong Peninsula and Chengdu-Chongqing urban agglomerations, and will develop urban agglomerations in qualified areas of Northeast China. Experts predict that the construction of some large cross-regional urban agglomerations is in the pipeline, and more national-level urban agglomerations will emerge in the future. Judging from the currently intensive local two sessions, accelerating the development of urban agglomerations has become a consensus across regions. After the urbanization plan is officially released and implemented next year, we will see that in many places across the country, as urban agglomerations become increasingly prominent, construction machinery will be everywhere in those places.

An economist believes that it is necessary to change the method by which governments at all levels promote urbanization through administrative orders, and to improve urbanization efficiency through market operations and government land-use planning; to establish a nationwide unified labor, land, and capital market spanning urban and rural areas so that resources flow to places with the highest efficiency and returns; and to reform the administrative hierarchy system, redefine the responsibilities of the market, and reorganize urban finance.

New-Type Urbanization Places Higher Demands on Construction Machinery

In addition, the National New-Type Urbanization Plan has added a chapter specifically emphasizing construction quality issues, strengthening the regulatory responsibilities of government supervision departments over the construction market, and improving the order and systems of the construction market. At present, construction quality problems in infrastructure construction such as bridges and in real estate construction such as housing have aroused widespread public concern, and supervision of construction enterprises will be strengthened in the future. This not only requires the responsible state departments to perform supervision and management well, but also requires that the functions and technologies of construction machinery products used in building urban agglomerations be improved with greater effort next year. Therefore, in 2014, construction machinery products with technological innovation will gain the greatest competitiveness in the market.

New-type urbanization will be a huge engine of China's economic growth and will surely drive the pace of new rural construction, including a large number of rural housing renovations, farmland water conservancy construction, and urban infrastructure construction. According to industry experts' forecasts, the excavator industry will recover slowly in 2014, with an estimated year-on-year growth of 6%, and sales in the first-half peak season may exceed expectations.
