Reflections on Technical Management of Water and Electricity Installation Engineering

With the rapid development of China's economy, people's requirements for living environments have increased, and the quality requirements for water and electricity installation in residential buildings have also greatly risen. Some construction quality problems caused by inadequate pre-control are troubling industry practitioners. The quality of water and electricity installation engineering is directly related to the quality of the entire project and directly affects the normal use of the project, so it should receive sufficient attention. The following explains several control points in the technical management of water and electricity installation engineering from aspects such as drawing review, construction organization design, and technical disclosure to work teams, for the reference of engineering technicians.

1 Issues to note in drawing review

1.1 Whether the design drawings comply with national and relevant technical policies, economic policies, and relevant regulations.

1.2 Whether the design meets the conditions of construction technical equipment; if special technical measures are required, whether there are technical difficulties and whether safe construction can be ensured.

1.3 Whether there are requirements for special materials (including new materials), and whether their varieties, specifications, and quantities can meet the requirements.

1.4 Whether there are contradictions among architecture, structure, equipment, and pipelines; whether the dimensions of the equipment floor and the dimensions of pipe shafts and vertical shafts, as well as the thickness of floor slabs, meet installation requirements.

1.5 Whether the drawing descriptions are complete, clear, and explicit; whether dimensions, coordinates, elevations, and pipeline crossing connection points on the drawings match; whether appliance installation, equipment installation foundations, and spaces are appropriate; whether there are other pipelines in electrical transformation and distribution rooms. The practice of pipelines entering households on the equipment floor; whether reserved holes and sleeves in all walls and slabs on and above the equipment floor are missing; whether dimensions, elevation positions are correct. Whether pipeline materials, practices, and connections are reasonable; whether there are contradictions within this discipline; whether there are contradictions and intersections in pipelines between disciplines. Whether the fixing methods and clamp support forms of various pipelines, appliances, and equipment meet requirements; whether the structure is firm. Whether various pressure test, testing, and inspection standards are clear.

2 Content and requirements for preparing the "Construction Organization Design"

  2.1 Project overview

Do not simply copy the design description; instead, clearly explain the building form, floor height, and structural practices, including walls and floor slabs, especially the floor and wall practices of bathrooms and kitchens, as well as exterior wall insulation and partition wall practices. In addition, introduce the contracting scope and construction characteristics of this sub-project.

  2.2 Construction preparation

2.2.1 Technical preparation, ② material preparation, ③ construction site preparation, ④ construction personnel.

  2.3 Construction technical plan

This is an important component of the "Construction Organization Design" and should be prepared by sub-item engineering. According to construction characteristics and the requirements of corresponding "construction and acceptance specifications," explain the pipes and accessories, equipment, connection and laying methods, fixed clamps, anti-corrosion and insulation requirements, process flow, quality standards, allowable deviations, flushing, pressure testing, test measurement, commissioning requirements and steps, etc.; especially emphasize the issue of process overlap and the parts requiring key control, such as how to securely install pipeline appliances on lightweight walls and how to fix radiators and pipeline electrical boxes on insulated walls.

  2.4 Construction schedule

Do not blindly prepare it according to the civil construction schedule; instead, arrange it with reference to the conditions required for construction in this discipline, process overlap, phased schedule requirements, and overall schedule requirements. Properly arrange the construction sequence and how processes overlap; calculate the number of workers based on labor quotas. When preparing the plan, achieve reasonable process overlap, relatively stable work teams, ensure project quality, improve production efficiency, and shorten the construction period. Draw the construction schedule chart; during preparation, the estimator provides the engineering quantity and worker-days, the planner draws the schedule chart, and the technician summarizes it.

3 Regarding the issue of the foreman's technical disclosure to operating teams

3.1 The foreman's disclosure must be scientific

The so-called scientific nature means correct basis, correct understanding, and correct disclosure. Specifications, regulations, drawings, atlases, and standards are all currently valid; this is the premise. The key is to understand correctly, turn them into one's own knowledge, and apply them flexibly. The most important thing is to disclose to the operating team; it is a construction technical document integrating various technical documents, enabling the operating team to construct correctly according to the disclosure.

3.2 The foreman's disclosure must be targeted

It is necessary to overcome the practice of treating design and construction descriptions as technical disclosure, which is stereotyped and the same for every building number, ultimately failing to guide construction. Disclosure should be carried out according to the construction characteristics of this building number to truly guide construction.

3.3 The foreman's disclosure must be operable

① Specificity. For example, for drainage systems: from sleeve installation and reserved holes, whether the distance of pipelines from the wall refers to the net wall or structural wall, clamp form and distance, pipeline slope, verticality, connection method, required quality objectives, etc., all must be specific.

② Comprehensiveness. What is unclear in the drawings should be drawn as detail drawings; do not let the team improvise freely. What is not clearly explained in the drawings should be supplemented to prevent operators from misunderstanding or omitting items.

③ Practicality. In disclosure, avoid using phrases such as "construct according to design drawings and construction and acceptance specifications" when giving instructions downward; clearly write the control points on the design drawings, such as the connection methods to note during heating conduit installation, the forms of fixed clamps, supports, and brackets, slope, distance from the wall, connection methods, anti-corrosion and pressure testing requirements, etc.
