1. Bidding Conditions

This bidding project, the Zhangjiazhuang Bridge Expansion Project on the Nanlin Expressway in the Industrial Agglomeration Zone of Long'an District, Anyang City, has been studied by the Long'an District Government and approved for construction by the Long'an District Development and Reform Commission [2013] No. 13. The tenderee is the Transportation Bureau of Long'an District, Anyang City, and the construction funds come from the district finance. The project has met the bidding conditions, and public bidding is now conducted for this project. Construction units with corresponding qualifications are sincerely invited to participate in the bidding.

2. Project Overview and Bidding Scope

2.1 Project Overview: The Zhangjiazhuang separated interchange is where the township road intersects with the main line. The existing bridge is a 4*20m prestressed concrete continuous hollow slab bridge with a deck width of 10m. The under-construction Taihang South Road (Huoniu Road) has a roadbed width of 27.5m. To meet the usage requirements, a new bridge with a width of 10.05m and a span of 4*20m will be built on the east side of the existing expressway overpass. The centerlines of the new and old bridges are parallel with a spacing of 1m, and the intersection angle with the main line is 65.1 degrees. The lower piers adopt pile-column piers with bored cast-in-place pile foundations, and the abutments adopt pile-cap beam abutments with bored cast-in-place pile foundations. The total bridge length is 90.928m, all within a straight segment. Load class: Highway Class II.

2.2 Planned construction period: 4 months.

2.3 Bidding scope: Bridge construction within the scope of construction drawings.

2.4 Section division: 1 section.

2.5 The project is invested and constructed under the BT model. The repurchase funds shall be raised by the Long'an District finance and repaid in three years from the date of project completion, with payment ratios of 4:3:3: 40% of the project final accounts in the first year, 30% in the second year, and 30% in the third year. Interest during the repurchase period shall be paid at the benchmark annual loan interest rate of the People's Bank of China for the same period.

3. Bidder Qualification Requirements

3.1 Have a valid business license;

3.2 Have a qualification of Grade III or above for general contracting of highway engineering construction or Grade II or above for professional contracting of bridge engineering, and have a valid enterprise safety production license; the project manager shall have the title of engineer or above, 5 years or more of construction experience, a Grade II or above constructor qualification in a related specialty, and a valid safety production assessment certificate;

3.3 The enterprise's financial status in 2010, 2011, and 2012 was good, with no bad debts;

3.4 Since December 2010, the enterprise has had similar construction experience (subject to the contract signing date) and has a good reputation;

3.5 The enterprise has corresponding construction capabilities in terms of personnel, equipment, etc.;

3.6 Personnel proposed for this project shall not hold positions in other unfinished projects;

3.7 According to the "Measures for the Administration of Credit of Units and Personnel in the Highway Construction Market of Henan Province", construction enterprises with a credit rating of D are not allowed to download the bidding documents. According to the spirit of the "Notice on Revising the Contents of Highway Engineering Construction Bidding Evaluation in Our Province" (Yu Jiao Jian Guan [2010] No. 47), any unit that lends qualifications for bid rigging or collusion, once verified, will have its credit rating directly listed as D (blacklist);

3.8 The winning bidder must cooperate with the owner to prepare a plan for maintaining traffic flow during construction and submit it to the relevant provincial expressway management department for approval;

3.9 This bidding does not accept consortium bids.

4. Acquisition of Bidding Documents

Time for downloading bidding documents: Potential bidders meeting the above requirements shall log in to the website of the Anyang Public Resource Trading Center (www.ayggzy.cn) from January 7, 2014 to January 13, 2014, and download the bidding documents after verification and filing through enterprise user identity (potential bidders must first file with the Information Section of the Anyang Public Resource Trading Center). The bidding documents are priced at 1000 yuan per set, to be paid when submitting the bid documents.

5. Submission of Bid Documents:

5.1 The deadline for submission of bid documents (bid opening time, hereinafter the same) is 9:00 on February 11, 2014, and the location is Bid Opening Hall 5, 2nd Floor, Anyang Public Resource Trading Center. (Address: No. 80, North Section of Pingyuan Road, Wenfeng District, Anyang City)

5.2 The tenderee will not accept bid documents that are delivered late or not delivered to the designated location.
