1. Bidding Conditions
This bidding project, Changle Wanxing Film Plaza Project (Pile Foundation Works), has been approved for construction by Changle Municipal Development and Reform Bureau with document Changfagai Ji [2013] No. 5. The project owner is Changle Wanxing Real Estate Co., Ltd., the construction funds are from enterprise self-raising, the bidder is Changle Wanxing Real Estate Co., Ltd., and the entrusted bidding agency is Fujian Yingzao Bidding Agency Co., Ltd.. The project has met the bidding conditions, and now invited bidding is conducted for the construction of the project.
2. Project Overview and Bidding Scope
2.1 Construction location: North side of Wuhang Road, southeast side of Ronghang Road, Changle City;
2.2 Project construction scale: Project investment of approximately 38 million yuan;
2.3 Bidding scope and content: Changle Wanxing Film Plaza Project Pile Foundation Works, specifically subject to the bill of quantities provided by the bidder and based on construction drawings.
2.4 Schedule requirements: Total duration: 120 calendar days; the schedule requirements for key milestones are: none;
2.5 Project quality requirements: meet the qualified standard of the "Code for Acceptance of Construction Quality";
2.6 Units related to the bidding of this project (section):
2.6.1 Consulting unit: Fujian Jingmin Engineering Consulting Co., Ltd.;
2.6.2 Design unit: Hanlin (Fujian) Survey Co., Ltd.;
2.6.3 Agent construction unit: None;
2.6.4 Supervision unit: To be determined.
3. Bidder Qualification Requirements and Review Methods
3.1 The bidding project requires bidders to have Grade I professional contracting qualification for foundation engineering and a "Construction Enterprise Safety Production License";
3.2 Bidders shall have a valid enterprise legal person business license that has passed annual inspection, and have independent legal person status; the enterprise registered capital amount shall exceed 20% of the budget price (control price) of the proposed bidding project 20 %;
3.3 The project manager proposed by the bidder for this bidding project shall have a valid registered constructor practice qualification of not less than Grade I in construction engineering (including temporary practice certificate), and hold a safety production assessment certificate B;
3.4 The bidder and the proposed project management team members are not subject to employment restrictions for legal persons and natural persons;
3.5 This bidding project does not accept consortium bidding;
3.6 "Similar project performance" requirements for the bidder and its proposed project manager: none;
3.7 The bidder shall have the capability to undertake the construction of this bidding project (section) in terms of personnel, equipment, funds, etc.; specific requirements are detailed in the bidding documents;
3.8 The method adopted by the bidder for qualification review of bidders in this bidding project: post-qualification review;
4. Acquisition of Bidding Documents
4.1 Interested bidders please present a unit introduction letter to the representative office of Fujian Yingzao Bidding Agency Co., Ltd. at Changle Construction Project Trading Center to purchase bidding documents and other materials from January 6 to January 10, 2014, from 9:30 to 11: 30 AM and from 13: 30 to 16:30 PM (Beijing time, same below);
4.2 Bidding documents (including bill of quantities and control price) are sold at 200 yuan per copy, and bidding drawings at 100 yuan per set. The above materials are non-refundable after sale.
5. Bid Evaluation Method
The bid evaluation method adopted for this bidding project: lowest evaluated price wins.
6. Submission of Bid Security
6.1 Time for submission of bid security: before the bid deadline;
6.2 Method of submission of bid security: wire transfer or bank transfer;
6.3 Amount of bid security: RMB six hundred thousand yuan (￥ 600,000 yuan).
7. Submission of Bids
7.1 Deadline for submission of bids (bid deadline): 13:00 on January 27, 2014; submission location: Changle Construction Project Trading Center;
Bidders must send a dedicated person with the original power of attorney of the enterprise legal representative, a copy of the authorized person's ID card, a copy of the bidding document purchase voucher (one voucher represents only one bidder), and other materials to submit the bid. All copies of the above materials must be stamped with the bidder's official seal, and the originals must be presented for verification.
When submitting the bid, the project manager proposed by the bidder must present a copy of the ID card, a copy of the constructor registration certificate (or temporary practice certificate), and other materials for on-site registration and verification. Bids that are delivered late or do not comply with the above provisions will not be accepted.
