In 2014, Hebei Province explicitly stated that all government-invested buildings, large public buildings with a single building area exceeding 20,000 square meters, and at least 40% of affordable housing shall comply with green building standards; and it implemented the "Hundred Green Building Projects." Recently, the Hebei Provincial Department of Housing and Urban-Rural Development released a catalog for promoting green and energy-saving construction materials and equipment, promoting 67 types of green building material products.

　　Hebei's building energy efficiency leads the nation

　　According to a relevant official of the Provincial Department of Housing and Urban-Rural Development, our province's building energy efficiency leads the nation. This is mainly reflected in the fact that energy-efficient buildings account for more than 40% of the total stock of existing buildings, and the heating metering and energy-saving renovation of existing residential buildings has been completed for 13.7559 million square meters; the newly added application area of renewable energy in buildings reached 15 million square meters, with an application rate of over 40%. According to statistics, from 2010 to the present, the province has obtained 83 green building evaluation labels, with a building area of 10.2816 million square meters. Among them, 6 are affordable housing projects, with a building area of 2.2682 million square meters.

　　The Qinhuangdao "Zai Shui Yi Fang" project has become China's first veritable passive low-energy building, and the main structure of the Sino-German passive low-energy office building of the Provincial Building Science and Technology R&D Center has been completed. In 2013, newly built green buildings accounted for more than 15% of the total urban buildings. Hebei Province's building energy efficiency work has been commended by the Ministry of Housing and Urban-Rural Development many times.

　　Establish a closed green regulatory system

　　In 2014, Hebei Province proposed that the proportion of green buildings among new buildings reach 20%. To achieve this goal, Hebei Province proposed establishing a closed green regulatory system, strengthening whole-process management of planning, design, construction, and acceptance, and implementing a strict regulatory accountability system to ensure that no new non-energy-efficient buildings appear, to ensure the energy-saving renovation and effects of existing buildings, to ensure the widespread promotion of renewable energy application technologies, and to ensure effective control of energy consumption in public buildings.

　　According to reports, this year, both the provincial and municipal levels in Hebei will organize and carry out special inspections of building energy efficiency, and strictly investigate and deal with non-compliant projects and violations.

　　Each city must build at least one green building community of more than 200,000 square meters

　　According to the unified deployment of the province, this year, all government-invested buildings, large public buildings with a single building area exceeding 20,000 square meters, and provincial capital affordable housing will fully implement green building standards, and other cities with districts and provinces directly administering counties must have at least 40% of affordable housing implement green building standards.

　　The main contents of implementing the "Hundred Green Building Projects" include that each city with districts and province directly administering county must plan and build 1 to 3 green building communities of more than 200,000 square meters, 1 to 3 passive low-energy building demonstration projects, and the "4+1" ecological demonstration cities must complete a number of green building projects.

　　It is reported that Hebei Province has explicitly proposed to make passive low-energy building demonstrations, integration of building energy efficiency and structure, and large-scale green building communities into national highlights.

　　Promote a batch of green and energy-saving construction materials and equipment products

　　Speaking of green and energy-saving technologies, a relevant official of the Hebei Provincial Department of Housing and Urban-Rural Development gave the reporter an example: for instance, promoting elevator power feedback devices, which convert the excess DC power generated during heavy-load downward travel, light-load upward travel, and leveling braking at stops into usable AC power, thereby saving energy while avoiding the thermal effect of resistors on the elevator machine room, with particularly obvious energy-saving effects.

　　To achieve the goal of a "building energy-saving province," in 2014 our province will increase efforts to promote new technologies and products. The 67 products recently promoted include construction steel, concrete materials and products, wall materials, building insulation materials, decoration materials, building doors and windows and supporting parts, etc., in 16 categories. These materials are safe and durable, energy-saving and environmentally friendly, and convenient for construction, and will further improve the application level of green and energy-saving building materials and equipment in Hebei Province and ensure the quality of construction projects. At the same time, Hebei Province will also eliminate a batch of outdated building material products.
