Cultivating industries and developing the economy are key to building a moderately prosperous society in all respects. Without industrial development and solid household wealth, comprehensive moderate prosperity would be water without a source or a tree without roots. Cultivating and developing industries must also proceed from local realities, respect economic and market laws, and follow a path of differentiated development tailored to local conditions based on resource advantages and industrial foundations, highlighting distinctive features...

　　After years of accumulation, some traditional industries in Hunan have developed a solid foundation and have played a positive role in prospering the market, absorbing employment, and promoting income growth. However, against the backdrop of industrial restructuring and transformation and upgrading, some traditional industries face difficulties due to technology, products, mechanisms, and other reasons. Should they be discarded entirely and started anew, or should they be reformed and innovated to gain new life? We (the Provincial Party Committee and Provincial Government) proposed that as long as an industry complies with national industrial policy and energy-saving and emission-reduction requirements and has a market, scale, and profitability, it should be encouraged to grow bigger and stronger through technological transformation and reform and restructuring. At the operational level, we have also made some explorations. Shaoyang No. 2 Textile Machinery Factory is an old factory founded in 1968, and its production and operations once fell into difficulty. In 2010, I (Xu Shousheng) put forward the requirement for the factory to "move out of the city and into the industrial park, carry out reform and restructuring, and accelerate development." On October 22 this year, I came to this enterprise again and saw a different scene. Through restructuring, the old factory established CHTC Jiuwu Co., Ltd., launched new textile machinery projects, and implemented the strategy of moving out of the city and into the industrial park, transforming the old factory area formerly located in a bustling urban area into a commercial project and building new factory buildings in the industrial park. Currently, sales revenue has reached more than 700 million yuan, with one-third of products exported. Once all projects are completed and put into production, a sales scale of 2.5 billion yuan will be formed. The facts of this enterprise's development show that there are no sunset industries, only sunset products; there are no backward industries, only backward technologies. As long as one dares to reform and innovate, troubled enterprises will also regain vitality, and traditional industries also have bright prospects. Also in Shaoyang, I was delighted to see that Stella International Holdings Limited, one of the world's top ten footwear manufacturers, moved its headquarters to Shaoyang, bringing 37 supporting suppliers to settle in Shaoyang. Shaoyang Xing'ang Footwear Co., Ltd. alone invested 90 million US dollars to build a base with an annual output of 6 million pairs of NIKE finished shoes. This year's output value will reach 2 billion yuan, generating tax revenue of more than 30 million yuan and creating more than 10,000 jobs. After seeing these two enterprises, I have come to a deeper understanding that traditional industries, especially labor-intensive industries, not only have the advantage of absorbing large numbers of workers but also have broad market potential. For a populous city like Shaoyang and a populous province like Hunan, they are still indispensable at the current stage and should be encouraged and supported for development so as to give play to their role in promoting employment and driving growth.
