On December 24, at the "High-end Technical Exchange Meeting on Remanufacturing Technology Research and Large-scale Application" hosted by the Autonomous Region Mechanical and Electrical Industry Office, Zhang Xuelu, deputy chief engineer of Xinjiang Oilfield, as one of China Petroleum(601857, Stock Bar) 's "Top Ten Outstanding Figures" in oil production technology, delivered a special report at the meeting. The author exchanged views with Zhang Xuelu on issues related to the remanufacturing industry and the development of Xinjiang's remanufacturing industry.

Author: At present, what are the main problems facing Xinjiang's remanufacturing industry?

Zhang Xuelu: The development of Xinjiang's remanufacturing industry first faces the question of to whom remanufactured products are sold, that is, the issue of market acceptance. The market treats remanufactured products and new products differently, while in fact there is no difference in their performance. Users feel that they are buying second-hand goods when they accept remanufactured products. In fact, when users use remanufactured products, they spend the least money but obtain the same use value as new products.

Author: Xinjiang established pilot enterprises for the remanufacturing industry in 2010. After three years, does this mean that the timing for the development of Xinjiang's remanufacturing industry is ripe?

Zhang Xuelu: Developing the remanufacturing industry in Xinjiang is actually a process of ecological civilization construction. If Xinjiang is to develop, it cannot follow the old path of high input and high pollution taken by foreign countries or developed regions in the interior. For Xinjiang's economic development, the timing for developing the remanufacturing industry is just right. Only when the economy has developed to a certain stage and new products have been used to a certain stage will old products be generated, and old products are precisely the raw materials for the remanufacturing industry. The development of the remanufacturing industry requires a process of accumulation, especially a certain accumulation of technology. Enterprises capable of making remanufactured products should be enterprises capable of producing new equipment, because the technical requirements for the remanufacturing industry are higher than those for production.

Author: In the future, what is the direction of Xinjiang's remanufacturing industry development?

Zhang Xuelu: The future direction of Xinjiang's remanufacturing industry should be the remanufacturing of large machinery. In the process of developing the remanufacturing industry, Xinjiang enterprises should seize opportunities to grow bigger and stronger. If an enterprise is too small and its workload is discontinuous, development will be relatively difficult. Only when enterprises grow bigger and stronger and achieve large-scale operation can they undertake remanufacturing business across the entire region. In addition, unified industry standards and norms need to be established, supervision of enterprises strengthened, and the government should provide strong support.

Author: Which industries are suitable for remanufacturing?

Zhang Xuelu: Metal-processing products are relatively suitable for remanufacturing. For Xinjiang, agricultural machinery, construction machinery, and vehicles can all be remanufactured. Generally, only individual parts of a large piece of equipment have problems, while most other components are good, so there is remanufacturing value. It is like surgery: repair whichever part is broken. The remanufacturing industry can help enterprises save production costs, so its development prospects are great, but not every industry can carry out remanufacturing.

Author: At present, what stage has the international remanufacturing industry reached? Are there experiences worth learning from?

Zhang Xuelu: At present, the remanufacturing rate abroad is very high. The United States is the most developed country in the remanufacturing industry, with nearly 100,000 remanufacturing enterprises, accounting for 70% of the global remanufacturing industry scale. In 2012, the global remanufacturing industry scale exceeded US$140 billion. At present, the global remanufacturing industry is growing at an average annual rate of about 10%, and by 2015 the industry scale will reach US$250 billion.

Abroad, remanufactured products have two labels: one is the product certificate of conformity, which indicates that they have met the standards for new products; the other is the remanufactured product mark, which lets consumers know that it is a remanufactured product. Foreign countries are very standardized in this regard, and after-sales service is the same whether for new products or remanufactured products. In addition, the operating models of foreign enterprises and the way the state manages enterprises are both worth learning from.
