The Chengde Municipal Development and Reform Commission recently stated that Chengde has intensified efforts to eliminate outdated production capacity and will complete the "12th Five-Year Plan" outdated capacity elimination tasks assigned by the state and the province one year ahead of schedule.

　　In response to prominent problems in air pollution prevention and control in Chengde, the city has intensified air pollution remediation, accelerated the pace of eliminating outdated production capacity, and ensured that during the "12th Five-Year Plan" period, 2.66 million tons of outdated cement capacity will be eliminated; by the end of 2015, pig iron capacity will be reduced by 300,000 tons; by the end of 2017, pig iron capacity will be reduced by 430,000 tons and crude steel capacity by 400,000 tons, with capacity kept within the limits specified in the Hebei Province Steel Industry Structural Adjustment Plan; and coal-fired units of 100,000 kilowatts and below will be eliminated.

　　Accelerate desulfurization, denitrification, and dust removal upgrades at enterprises. Deepen sulfur dioxide emission reduction, with desulfurization fully implemented at coal-fired power plants, sintering machines and pellet production equipment of steel enterprises, non-ferrous metal smelting enterprises, and coal-fired boilers of 14 megawatts and above. Comprehensively upgrade existing dust removal facilities for coal-fired boilers and industrial furnaces. By the end of 2015, existing coal-fired units and steel sintering machines will complete bypass removal, and pollution control and upgrading of coal-fired power plants and industrial furnaces will be basically completed.

　　Comprehensively promote cleaner production. Targeting key areas and weak links in energy conservation and emission reduction, advanced and applicable cleaner production technologies, processes, and equipment will be adopted to implement cleaner production technology upgrades. By the end of 2015, industries including steel, cement, chemicals, non-ferrous metal smelting, and mining and beneficiation will complete cleaner production audits. By the end of 2017, the pollutant discharge intensity of industries including steel, power, cement, chemicals, and non-ferrous metal smelting must decrease by more than 30%.
