On the 11th, the Guangdong Provincial Department of Civil Affairs released the 14th Five-Year Plan for the Development of Civil Affairs in Guangdong (2021-2025). The plan is organized around five major work systems—large-scale assistance, elderly care services, child protection, charity, and social governance—and focuses on building 14 key projects, with an estimated total investment of 21.68 billion yuan during the 14th Five-Year Plan period.
The plan identifies 14 "construction projects" designed to "shore up shortcomings and strengthen weaknesses," including: implementing a construction project for assistance and management institutions for vagrants and beggars to improve institutional management; implementing projects to upgrade home- and community-based elderly care services, reform and upgrade support service facilities for people in extreme poverty, and build a workforce for elderly care services, so as to raise the level of elderly care for home- and community-based services and for those covered by basic safeguards; and implementing projects for the assistance and protection of minors and the standardization of child welfare institutions. By the end of 2025, the optimization, quality improvement, and transformation of child welfare institutions are planned to be fully completed, and a system for the protection of minors is to be basically established, among other goals.
In terms of "large-scale assistance," Guangdong plans that by the end of 2025, the rural minimum living guarantee standard will reach more than 80% of the urban minimum living guarantee standard; by the end of 2025, the rate of identifying, picking up, and returning assisted vagrants and beggars will reach 100%; the basic living support standard for people in extreme poverty will be no less than 1.6 times the local minimum living guarantee standard, and the care standards for fully self-reliant, semi-self-reliant, and fully dependent people in extreme poverty will be no less than 2%, 30%, and 60% of the local minimum wage standard, respectively.
In building the "large-scale elderly care" service system, Guangdong will gradually develop a multi-tiered elderly care service supply mechanism that ensures basic support, meets inclusive elderly care needs, and offers choices in the mid- to high-end market, so as to meet the diverse and multi-tiered service needs of older people on the basis of ensuring basic elderly care services. By the end of 2025, the proportion of nursing beds in elderly care institutions will reach more than 55%, the coverage rate of elderly care service institutions with comprehensive functions in townships (subdistricts) will reach 60%, and the number of elderly care service personnel trained will reach 200,000 person-times.
In building the "large-scale child" protection system, during the 14th Five-Year Plan period, Guangdong plans that the increase in the minimum basic living support standard for orphans will be no lower than the increase in local per capita consumption expenditure of residents in the previous year; children de facto without caregivers will enjoy the same social welfare protection policies as orphans; and by the end of 2025, the coverage rate of minors' protection workstations in townships (subdistricts) will reach more than 50%.
In building the "large-scale society" governance system, Guangdong plans that by the end of 2025, the floor area of comprehensive urban and rural community service facilities per 100 households will reach 32 square meters, and the number of community workers per 10,000 urban permanent residents will reach 18; the rate of eco-friendly land-saving burials will reach 70%, and the implementation rate of cross-provincial marriage registration, the coverage rate of county-level urban and rural public burial (interment) facilities, and the coverage rate of living subsidies for persons with disabilities in difficulty and nursing subsidies for persons with severe disabilities will all reach 100%.
