On May 12, building on the in-depth advancement of pilot programs and the summarization and promotion of replicable experience, China will fully launch the urban infrastructure lifeline safety project.

The Ministry of Housing and Urban-Rural Development recently held an on-site meeting in Hefei, Anhui Province, to advance the urban infrastructure lifeline safety project. Ni Hong said that a census of urban infrastructure should be carried out, a database of urban infrastructure covering both above-ground and underground facilities should be established, risk sources and risk points in urban infrastructure should be identified, and a list of urban safety risks should be compiled.

Urban infrastructure lifelines refer to urban infrastructure such as gas, bridges, water supply, drainage, heating, and utility tunnels that are inseparable from urban functions and people's daily lives. Like the "nerves" and "blood vessels" of the human body, they are the guarantee of safe urban operation.

The urban infrastructure lifeline safety project is an important part of urban renewal and new-type urban infrastructure construction. Ni Hong said that supporting construction of IoT intelligent sensing equipment should be advanced, gradually achieving comprehensive perception, automatic collection, monitoring and analysis, and early warning reporting of operational data of urban infrastructure lifelines.

At the same time, the integration of urban infrastructure supervision information systems should be accelerated, a comprehensive urban infrastructure safety operation supervision platform should be built on the urban operation management and service platform, and the "unified management through one network" of urban infrastructure lifeline operations should be promoted. The procedures and methods for emergency handling of risks and hidden dangers should be improved, work responsibilities should be implemented, working mechanisms should be established and improved, and risks should be effectively prevented and resolved.

Ni Hong emphasized that advancing the urban infrastructure lifeline safety project is a systematic endeavor. Organizational leadership should be strengthened, collaboration and coordination should be enhanced, and progress should be made steadily and in an orderly manner; measures should be tailored to local conditions and implemented precisely, construction goals, content, methods, and paths should be reasonably determined in light of actual conditions, priority should be given to urgent needs, and progress should be made in a focused and step-by-step manner.

It is reported that the Ministry of Housing and Urban-Rural Development and the People's Government of Anhui Province signed a cooperation framework agreement on jointly building a pioneering demonstration zone for the safe development of urban infrastructure lifelines. According to the framework agreement, the two sides will carry out cooperation in areas such as the operating mechanism, management system, standards and specifications, market operation, and industry cultivation of the urban infrastructure lifeline safety supervision platform.
