The project runs across Guide County, Guinan County, and Tongde County in Hainan Prefecture. It is an important component of the G227 Zhangye–Menglian Highway and the most convenient main trunk corridor connecting Xining with Guoluo Prefecture. The route has a total length of 175.359 kilometers and is being reconstructed and expanded to first-class highway standards, with a design speed of 60 to 80 km/h and a utilization rate of the existing road of over 90%. The entire line includes 54 bridges, 1 tunnel, and 427 culverts. The estimated total investment is 7.271 billion yuan, and the project is being built under the EPC general contracting model, with traffic opening planned for October 2028.

The project adheres to the construction philosophy of refined construction, circular utilization, and convenience and benefit for the people. It adopts a steel-bar formwork process, keeping the qualified rate of rebar protective layers stably above 95%; innovates tooling and equipment to shorten box girder tying man-hours by 15% and improve construction efficiency by 20%; uses wastewater recycling technology adjacent to water source protection areas, strips and conserves native turf in layers, and has resource-utilized approximately 2,000 cubic meters of construction waste; optimizes urban bypass sections and simultaneously provides municipal facilities such as auxiliary roads, sidewalks, and rainwater and sewage pipe networks, promoting deep integration of highway construction and urban development and creating a livelihood highway that serves the people along the route and empowers urbanization.

At present, land acquisition and demolition and utility relocation have been basically completed, with cumulative investment of 2.679 billion yuan, an investment completion rate of 37%; subgrade earthwork, bridges, culverts, and other works are proceeding in an orderly manner.
