On May 11, at the Hongjun High-Energy (Guizhou) Smart Power Battery Production Project located in the Jinsha Economic Development Zone,

on site, tower crane arms swung in rotation, excavators shuttled back and forth, and the clatter of rebar mingled with the roar of machinery. More than 100 workers were methodically advancing the foundation and pile foundation construction of Building No. 5, presenting a bustling scene.

Worker Yang Chaoliang was busy tying rebar, beads of sweat seeping onto his forehead, his hands moving deftly and efficiently. Working in seamless coordination with his partner, passing and receiving in turn, they laid rebar onto the assembled framework, positioning and aligning it. Then they immediately secured the joints with wire, hooking and twisting with a tying hook, locking each node firmly in place with just a few motions.

Yang Chaoliang is from Shichang Township, Jinsha County, and has been at the site for over a month. "With such an advanced factory being built right at our doorstep, we feel we've contributed our part." With this thought in mind, Yang Chaoliang was all the more motivated; in a single day, he twisted more than a ton of rebar by hand.

On the other side, construction supervisor Zhao Weizhi from Shaoxing, Zhejiang, was crouching down, focused on surveying and setting out lines. Since arriving at the project site at the end of December last year, he had not been home for nearly half a year. Workers from other provinces like him account for over 70% of the total, and everyone has been rooted at the construction site.

Here, no matter where their accents come from, everyone shares a single identity: builders of the project. Everyone pulls together and thinks as one, going all out to prepare for production start-up.

The Hongjun High-Energy (Guizhou) Smart Power Battery Production Project is a "chain leader" project in the new energy battery and materials industry chain that Jinsha County is focusing on cultivating. With a total investment of over 2 billion yuan and covering 335 mu, the project will build a production line with an annual capacity of 10 GWh of power lithium-ion batteries and systems. Once completed, it is expected to achieve an annual output value of up to 6.4 billion yuan at full production, while providing a large number of jobs. This is of important strategic significance for improving the local new energy industry chain and advancing new-type industrialization.

The project's journey from blueprint to landing in Jinsha was underpinned by precise industrial analysis and a scientific investment layout.

Core materials required for smart power batteries—such as lithium iron phosphate cathodes, iron phosphate, and ternary precursors—can be reliably sourced within Bijie and a 200-kilometer radius, so raw materials can be secured "right at the doorstep." Products heading south can reach Beibu Gulf ports directly via the "New Western Land-Sea Corridor" and enter Southeast Asian markets in about 15 days. Electricity prices are also more than 0.3 yuan per kWh cheaper than in coastal areas—saving the company tens of millions of yuan annually on this alone. Combined with more competitive labor costs, Hongjun High-Energy's decision to settle here was only natural.

In September 2025, the Hongjun High-Energy (Guizhou) Smart Power Battery Production Project was officially signed. To seize industrial development opportunities, the project continuously compressed its construction cycle; work originally scheduled to begin in March 2026 was advanced, with a smooth groundbreaking on December 28, 2025, and full-scale construction starting in January this year. From signing to breaking ground, only a little over three months passed—setting a "Jinsha speed" for major industrial project construction.

Behind this speed lies both the urgent desire of all parties for the project to land as early as possible and, more importantly, the local government's "nanny-style" services. The county established a dedicated task force led by principal officials, implementing agency services for formalities and comprehensive solutions for difficulties, precisely coordinating and resolving key construction challenges such as land acquisition and demolition and power facility upgrades, and continuously optimizing the business environment—escorting enterprises in stable construction and early production start-up.

The landing of Hongjun High-Energy carries profound significance in Bijie City's new energy battery and materials industry chain map: it fills a key gap in midstream power batteries. With this as a pivot, upstream and downstream supporting enterprises are expected to accelerate their clustering, and a new industrial ecosystem is taking shape.

To support this chain, a stable supply of raw materials is the top priority. To this end, the company is actively engaging in in-depth discussions with key local enterprises. Among them, cooperation with Guizhou Phosphate Chemical Group and Guizhou Yuneng New Energy Battery Materials Co., Ltd. is progressing steadily, with the goal of building a safe, efficient, and low-cost localized supply chain system, forming a pattern of multi-source supply and mutual backup, and providing solid guarantees for capacity release after production begins in 2027.

Meanwhile, upstream support within the region is also taking shape at an accelerated pace. The Bijie Phosphate-Coal Chemical Integration Project in Zhijin County has now completed more than half of its foundation construction, with some key sub-items already in the equipment installation stage. Once it goes into production, Hongjun will actively pursue cooperation with it; intermediate products such as phosphoric acid produced by the Zhijin project can then directly supply upstream raw materials to the project, forming a closely linked upstream-downstream industrial collaboration.

From raw materials to intermediate products and on to core manufacturing, an increasingly clear industrial chain is extending across Bijie. Once the project is fully completed and reaches full production, Hongjun's driving effect will be further amplified: in addition to localized raw material sourcing, the company will form deep linkages with local enterprises in Bijie across multiple dimensions—equipment supporting, production services, recycling, talent and employment, technical collaboration, and green energy—building an industrial development pattern of "leader-driven, cluster-symbiotic" growth, and helping upgrade the local industrial structure and enhance core competitiveness.

The machinery roars on, and construction never stops. More than 100 workers are gathering strength for the countdown to production start-up. In the future, a mature and well-developed new energy battery industry chain will grow here. Standing at a new starting point for industry, Jinsha is accelerating forward, driving industrial quality improvement through industrial upgrading and advancing briskly on the path of high-quality development.
