On December 30, the Heilongjiang Provincial Department of Housing and Urban-Rural Development held the provincial housing and urban-rural development work conference. The conference systematically summarized the achievements during the "14th Five-Year Plan" period and in 2025, scientifically analyzed the development situation during the "15th Five-Year Plan" period, and comprehensively deployed the key tasks for 2026.

      The conference noted that during the "14th Five-Year Plan" period, the housing and urban-rural development system of Heilongjiang Province released development momentum through reform and tackling key problems, and ensured the implementation of tasks through capacity and work style, so that the quality of people's living spaces was higher, the level of urban and rural construction governance was significantly improved, and the various goals and tasks of the "14th Five-Year Plan" period were well accomplished.The conference noted that in 2025, the province's housing and urban-rural development system anchored to the development goals of building "Six Longjiang" and realizing "Eight Revitalizations," coordinated stabilizing growth with preventing risks, benefiting people's livelihood with promoting transformation, and strengthening the foundation with seeking breakthroughs, and made sustained efforts with perseverance, achieving new progress and new results in all work.

      The conference emphasized that the "15th Five-Year Plan" period is the critical five years for accelerating the promotion of high-quality urban development, and also the critical five years for deeply integrating with Heilongjiang's actual conditions and building modern people's cities with Heilongjiang characteristics according to local conditions. By 2030, important progress will be made in building modern people's cities, the policies and systems adapted to high-quality urban development will be continuously improved, the modern urban system will be further optimized, and artificial intelligence will be deeply integrated with housing and urban-rural development; new construction methods will develop faster, the quality of human settlements will be significantly improved, and more safe, comfortable, green, and smart "good houses" will be built, the green transformation will be deeply advanced, urban resilience will be steadily improved, the quality and efficiency of historical and cultural protection and inheritance will be significantly enhanced, and the level of urban governance will be greatly improved.

      The conference required that 2026 is the first year of the "15th Five-Year Plan," and doing a good job in housing and urban-rural development work is of great significance. First, focus efforts on the "two industries economy," strengthen the strategic support of pillar industries, and promote the high-quality development of the construction industry and the real estate industry; second, focus efforts on urban renewal, improve the working mechanism, improve supporting policies, advance pilot construction, and scientifically and precisely plan projects. Third, focus efforts on green development, promote the improvement of quality and efficiency of urban domestic sewage, advance whole-process garbage treatment, promote green and low-carbon buildings, and improve the quality of landscaping; fourth, focus efforts on risk prevention and control, prevent construction safety hazards and gas safety risks, advance the elimination of dangers in dilapidated houses, and do a good job in petition maintenance and stability; fifth, focus efforts on continuing the cultural context, find out the base number of cultural heritage resources, increase protection and utilization efforts, and activate the vitality of traditional villages; sixth, focus efforts on urban governance, coordinate and improve the urban management system, effectively improve the quality of property services, and strive to improve the level of government services; seventh, focus efforts on digital and intelligent empowerment, improve the data resource system, expand digital and intelligent empowerment scenarios, and improve the application efficiency of platforms.
