From December 29 to 30, the 2025 Jiaxing Transportation Construction Project Ping'an Century Quality Project Construction On-site Meeting was held at the Zhajiasu Reconstruction and Expansion Project of Zhejiang Communications Group. More than 200 transportation construction industry practitioners from across the city gathered together to jointly explore digital and intelligent construction and refined management through the format of "on-site observation + experience exchange," helping to advance the quality construction of Ping'an Century Projects.

     At the observation site, participating representatives gained a systematic understanding of key construction processes of the Zhajiasu Reconstruction and Expansion Project, including lime-soil subgrade widening and filling, digital application in soft foundation treatment, and refined construction of retaining walls. The "1+3+5" intelligent soft foundation control platform innovatively adopted by the project focuses on three core scenarios—soft foundation treatment, subgrade filling, and settlement monitoring. With the help of IoT devices and the Internet, it has achieved visualization, digitalization, and precision throughout the entire process of concealed works. It not only greatly improves the frequency and efficiency of data collection during construction, but also consolidates optimal processes and standard procedures, laying a solid foundation for quality traceability and management across the full life cycle of the project and providing technical support for building Ping'an Century Quality Projects.

     During the seminar and exchange session, the Municipal Transportation Engineering Management Center reported on the 2025 citywide Ping'an Century Quality Project construction, the action year for improving engineering quality inspection standards, and the bidding and tendering rectification situation. Participants jointly shared their experience in creating Ping'an Century Quality Projects and conducted on-site exchanges and sharing on main practices and results.

     At the meeting, the relevant person in charge of the Zhajiasu Reconstruction and Expansion Command gave a special report, introducing in detail the project's construction achievements. Faced with challenges such as the large scale of soft foundation treatment across the entire line, strong concealment of construction, and high difficulty in quality control, the project has consistently adhered to the core concept of "standardization as the foundation, digitalization as the means, and intelligence as the goal," building a management framework of "one guiding principle, two key drivers, three bottom lines, and four emphases." It has vigorously promoted four major mechanisms—high quality with high price, excellent supervision with excellent remuneration, first-piece approval, and meritorious competition—used a problem-oriented approach to solve construction difficulties, reconstructed the quality control system through digital and intelligent empowerment, and relied on five core technologies to achieve precise monitoring and intelligent management throughout the construction process. A series of pragmatic measures has produced remarkable results: to date, the bearing capacity of the project's piles has increased by about 30%, IoT scheduling has helped save 12% of the construction period, labor costs have dropped by 50%, and full-process data has formed a complete "digital construction archive," enabling precise project management and full-process traceability. The Jiaxing Municipal Transportation Bureau highly praised and fully affirmed the outstanding results achieved by the project.

     Intelligence strengthens the foundation of the project, and digitalization safeguards century-quality standards. Next, the Zhajiasu Reconstruction and Expansion Project of Zhejiang Communications Group will continue to promote the iterative upgrading of the "intelligent soft foundation control" system toward AI prediction and full-life-cycle operation and maintenance management, contributing more practical experience to the creation of Ping'an Century Quality Projects in the transportation construction field.
