Material transport vehicles shuttle ceaselessly while construction machinery bustles with activity... On September 27, arriving at the new site of Zhengzhou International Land Port located in the southeastern part of the Zhengzhou Airport Economy Zone, one could see a scene of bustling activity at the construction site of the Zhengzhou International Bulk Commodity Trading Center (Phase I).
"Phase I of the Zhengzhou International Bulk Commodity Trading Center is a 2024 key construction project of Henan Province and has also been approved for support from the national ultra-long-term special government bonds. Construction has now been fully launched!" introduced Zhao Yaolei, director of Zhengzhou Airport Port Logistics Construction Company, which is responsible for the project construction.
The "Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Advancing Chinese Modernization," reviewed and adopted at the Third Plenary Session of the 20th Central Committee of the Communist Party of China, explicitly proposes building bulk commodity trading centers, building global distribution and allocation centers, supporting various entities in orderly laying out overseas circulation facilities, and supporting regions with the necessary conditions to build international logistics hub centers and bulk commodity resource allocation hubs.
It was learned that the Zhengzhou International Bulk Commodity Trading Center project is jointly constructed by four parties—Zhengzhou Airport Science and Technology Innovation Group, Zhongyuan Financial Holdings, China Railway Construction Corporation, and Henan Wanzhuang Group—and operates according to the integrated approach of "central—local—private, investment—construction—operation." Through multi-party resource integration and complementary advantages, they aim to jointly build a globally influential bulk commodity supply chain allocation center, trading center, pricing center, and strategic circulation corridor for important materials. The project is located in the bulk materials supply chain zone in the eastern part of the new Zhengzhou International Land Port site and the emerging logistics strategic reserve zone in the south. The total investment for Phase I is approximately 4.7 billion yuan, building warehousing and logistics infrastructure for important commodities such as grain and chemical fertilizers to safeguard national security, which aligns with the national support area of "security capacity building in key fields" and is highly consistent with major national decisions and arrangements.
On May 13 this year, the State Council convened a video conference on mobilizing and deploying support for the "Two Major" construction—issuing and making good use of ultra-long-term special government bonds, and with high quality carrying out all work to support the implementation of major national strategies and security capacity building in key fields, thereby providing strong support for advancing Chinese modernization. Since the beginning of this year, the Provincial Development and Reform Commission, relying on the provincial coordination mechanism for supporting the "Two Major" construction, has strengthened policy interpretation and upward-downward coordination, promptly tracked and grasped policy details such as project support scope, application requirements, and review standards, and has been at the forefront nationwide in project implementation and fund acquisition.
A relevant person in charge of the Provincial Development and Reform Commission introduced that once completed, the Zhengzhou International Bulk Commodity Trading Center will become a national agricultural means of production reserve logistics center, the largest agricultural means of production import base and bulk commodity supply chain allocation center and strategic support center in inland regions, and will be of great significance for promoting the development of the national chemical fertilizer and agricultural means of production industry chain and helping enhance grain security capacity.
From the very beginning of the trading center project, the Provincial Development and Reform Commission, together with the Zhengzhou Airport Economy Zone Management Committee, has provided uniquely favorable conditions for the incubation and development of the trading center, giving strong support and precise guidance from project planning to policy support, laying a solid foundation for the smooth landing and rapid construction of the project.
Multiple experts and scholars said in interviews that the Zhengzhou International Bulk Commodity Trading Center project is of great significance for enhancing the bulk commodity reserve capacity of Henan Province and even the whole country, safeguarding grain security, and promoting agricultural modernization. It reflects Henan's profound insight into the development potential of the national and even global bulk commodity trading market, and also demonstrates Henan's proactive efforts and strategic vision in promoting local economic development and optimizing project layout.
A person in charge of the Zhengzhou Airport Economy Zone Management Committee said that the "Decision" adopted at the Third Plenary Session of the 20th Central Committee of the Communist Party of China injected a "booster shot" into the zone's construction of the Zhengzhou International Bulk Commodity Trading Center; the strong support of the National Development and Reform Commission and the Provincial Development and Reform Commission has injected blood and momentum into the long-term development of the project. The Zhengzhou Airport Economy Zone will further comprehensively deepen reform, continuously optimize the business environment, escort the construction of the "Two Major" projects, and ensure that the Zhengzhou International Bulk Commodity Trading Center is built quickly and achieves results early.
