On September 19, the Jinan Municipal Government held a special press conference on the Starting Area as part of the series themed "Celebrating the 75th Anniversary of the Founding of New China and Advancing High-Quality Development."

　　Shi Haicheng, member of the Party Working Committee and deputy director of the Management Committee of the Jinan Start-up Area for Growth Drivers Transformation, stated that promoting the construction of the urban sub-center demonstration zone is a key step for the start-up area to accelerate its advance from "high-level blueprint planning" to "high-quality construction implementation."

　　Fully implement the "three priorities." Transportation first: the second Huanghe River Bridge will achieve main-line opening to traffic within the year, echoing other cross-river channels such as the Fenghuang Bridge, and will further smooth traffic between the north and south banks of the Yellow River. Within the demonstration zone, 28 roads totaling about 42.5 kilometers have been completed, construction of Metro Line 7 is being accelerated, and roads under construction and planned projects are being implemented in an orderly manner, gradually building a urban transportation network system that is "smooth, green, refined, and vibrant." Ecology first: in accordance with the start-up area's modern water network layout of "six horizontals and eight verticals, four reservoirs and nine cores," the networked water system of the demonstration zone is rationally planned. At present, priority is being given to advancing water system construction in the Queshan Ecological and Cultural Zone and surrounding areas, among which projects such as the comprehensive treatment of the Dasi River basin and the connectivity project of tributary water systems have already started and are being implemented as planned. Public service facilities first: the demonstration zone plans a total of 43 public service supporting facilities in 5 categories, including facility stations, education, and medical care. At present, projects such as the high school department of the Quehua Campus of Shandong Experimental High School have been completed, and infrastructure supporting projects such as the demonstration zone's reclaimed water plant are being accelerated.

　　Fully advance project construction. Earnestly implement the "Demonstration Zone Construction Implementation Plan," coordinate the development sequence of "one center and four areas," and focus on advancing the construction of key road projects such as Phase II of Huanghe Avenue and the construction of key landmark projects in areas such as the Expo Park area, which have already produced initial results. Among them, the Queshan Ecological and Cultural Zone, centering on the opening of the Expo Park in July 2025, has successively started construction of the Expo Park's five major projects and landmark buildings including two halls and one tower; the Headquarters Economy Zone has entered the stage of concentrated construction, focusing on implementing projects such as the Crew Assessment Center and the Headquarters Three-Dimensional City, and the headquarters image is beginning to take shape; the Urban Balcony Area is accelerating key projects such as the international school to create a urban living room along the Yellow River, a window for creative enjoyment and vitality, and a green and low-carbon community; the Scientific Research and Office Area, as the first opening area of the China-Singapore (Jinan) Green and Smart Demonstration Zone, is accelerating its launch and construction, striving to become the source of green and low-carbon technological innovation in the Yellow River basin; the Science and Technology Innovation Finance Area is accelerating land acquisition and demolition work, and has currently achieved zero signed state-owned land, providing a solid foundation for the next step of project attraction and construction.

　　Fully strengthen industrial attraction. Establish the "212" and "215" work promotion mechanisms, grasp project construction with one hand and investment attraction with the other, continuously optimize the business environment, and build nests to attract phoenixes. By establishing the demonstration zone's development and investment attraction system and setting up a special task force for comprehensive urban development, a collaborative operating mechanism for enterprise docking, agreement signing, department coordination, and actual implementation has initially taken shape. At the same time, further deepen the functions of each area and cluster, conduct in-depth research on the functional composition of each development plot, form the demonstration zone's "1+5" project planning and promotion manual and area investment planning manual, actively negotiate with well-known domestic development entities and benchmark operating entities, propose package solutions for project "investment, construction, and operation," and fully strengthen the landing of industrial attraction.

　　Next, the start-up area will focus on key links, increase coordination efforts, promote the construction of the demonstration zone with high quality and efficiency, and strive to build it into a "demonstration window" for showcasing the urban image of Shandong and Jinan to the outside world.
