Yinchuan, September 19 (Report) — Recently, the "Implementation Plan for Geological Disaster Risk Avoidance and Relocation in Ningxia Hui Autonomous Region (2024–2026)" was issued, proposing that from 2024 to 2026, Ningxia will relocate and resettle residents whose housing safety is directly threatened by 613 hazard sites, involving more than 4,400 households and over 17,000 people, so as to maximize the protection of life and property safety.

Ningxia is located in the transitional zone between the Qinghai-Tibet Plateau and the Loess Plateau. Its central arid belt and southern mountainous areas feature complex topography, crisscrossing ravines, a fragile ecological baseline, and susceptibility to geological disasters. According to statistics, the autonomous region currently has 1,038 geological hazard sites. In recent years, Ningxia has achieved certain results in geological disaster prevention and control through measures such as engineering treatment, risk avoidance and relocation, and monitoring and early warning, but has not been able to fundamentally eliminate the hazards.

To this end, Ningxia will scientifically identify geological disaster-prone areas, risk areas, and disaster-affected areas, conduct comprehensive surveys to establish the baseline of relocation areas and relocation targets, set priorities according to urgency, carry out overall planning based on both current and long-term needs, and apply differentiated measures tailored to local conditions, preparing implementation plans at different levels and implementing the relocation plan over three years, so as to achieve the goal of relocating all those who should be relocated by the end of 2026.

During the relocation process, Ningxia will comprehensively take into account supporting measures such as industrial development, infrastructure, public services, and social management, adhere to nearby resettlement as the main approach with centralized resettlement as a supplement, and encourage subsidized resettlement. At the same time, the planning and design of resettlement sites will highlight cultural characteristics and regional features. Housing construction may adopt various methods such as commissioned construction, joint construction, unified construction, and purchase. Resettlement sites will also be equipped with necessary infrastructure and public services, and policies for industrial development such as crop cultivation and livestock breeding, land transfer, and labor export, as well as social insurance policies such as elderly care, medical insurance, schooling, and employment, will be implemented to further broaden channels for the people to increase incomes and become better off.
