Construction Location and Project Overview: The project is located in Changsha City and Liuyang City, Hunan Province. The line is approximately 39.52 km long, with 7 new stations (excluding 3 civil-works-reserved stations and 2 planned reserved stations). The line starts from Terminal 3 (T3) of the maglev east extension line and runs along Xinye South Road of the park, Jincheng Avenue, Liuyong Highway, Huapao Avenue, and Liuyang Avenue, finally reaching Guankou Station in Liuyang City. The entire line adopts a rapid maglev transit system, with all elevated stations and an average station spacing of 3.95 km.

Project Highlights: The maximum operating speed of the Changsha-Liuyang Express Line can reach 160 km/h, and it is expected to be completed and open to traffic in 2029. By then, Liuyang residents will be able to transfer to the metro via Huanghua Airport and Changsha South Station and reach downtown Changsha directly, which will greatly shorten the space-time distance between Changsha urban area and Liuyang and strongly promote coordinated regional development.

Lot Division and Construction Period Requirements

This tender is divided into two lots:

Lot 1: Starting point - Yong'an Station (including Yong'an Station), totaling 2 stations and 2 sections.

Lot 2: Yong'an Station (excluding Yong'an Station) - Litong Road Station (excluding Litong Road Station), totaling 2 stations and 3 sections.

The project construction period is 54 months, counted from the date of contract signing.

Scope of Tender: The scope of Lot 1 includes but is not limited to main line civil construction, station main structure and ancillary civil works, section works, and civil works for section substations. The scope of Lot 2 likewise includes main line civil construction, station main structure and ancillary civil works, section works, etc.

Project Significance: The construction of the Changsha to Liuyang Municipal (Suburban) Railway will greatly improve transportation convenience between the two places, promote regional economic development, and enhance residents' quality of life. Upon completion, the project will provide more convenient travel conditions for residents of both places and drive rapid regional economic development.
