　　It is reported that Qinghai officials have made an important deployment to develop the green computing industry, but at the current stage there is still a relatively large gap between the stock of green computing talent and development needs. In order to find a breakthrough as quickly as possible for talent to support the development of the green computing industry, the Organization Department of the Qinghai Provincial Party Committee, together with relevant departments, conducted careful research and formulated and issued talent policy measures with considerable substantive value, so as to provide talent support for the development of the green computing industry.

　　Xu Xiaobing, Deputy Director of the Organization Department of the Qinghai Provincial Party Committee and Director of the Provincial Party Committee Talent Office, introduced that the "Ten Measures" mainly include ten major elements: increasing the tilt of talent programs, providing settlement guarantees, giving funding support, increasing support for green computing science and technology projects, opening up a green channel for professional title evaluation of green computing talent, vigorously attracting and cultivating artisan-type skilled talent in green computing, strengthening the cultivation of local green computing talent, actively carrying out "school-enterprise mutual employment" work in the green computing field, implementing reward and subsidy policies for attracting and cultivating green computing talent, and providing precise service guarantees.

　　The reporter learned that when formulating the "Ten Measures," Qinghai clearly proposed that each year no less than 30% of the total number of selected candidates under the "Kunlun Talents · High-end Innovation and Entrepreneurship Talent" special program be set aside specifically for selecting urgently needed and scarce talent in the green computing field, with the plan to proceed from this year onward through a method of "evaluation upon arrival and dynamic selection."

　　After being selected, for those directly introduced, the provincial government will, according to the tiers of top-notch talent, leading talent, and outstanding talent, grant one-time bonuses of 400,000 yuan, 1 million yuan, and 1.5 million yuan respectively, or provide housing rewards of 600,000 yuan, 1.2 million yuan, and 1.7 million yuan respectively. For those introduced flexibly, funding support of 150,000 yuan, 350,000 yuan, and 500,000 yuan will be provided respectively. For those cultivated locally in the province, funding support of 200,000 yuan, 600,000 yuan, and 1 million yuan will be provided respectively.

　　In addition, for urgently needed and scarce talent in the green computing field who are directly introduced but not selected into the green computing talent program, according to the annual "Qinghai Province Green Computing Key Fields Talent Position Demand Catalog," the Qinghai Provincial People's Government will, based on the degree of closeness to the green computing industry, grant one-time rewards of 200,000 yuan, 100,000 yuan, and 50,000 yuan respectively to master's degree holders, and 100,000 yuan, 50,000 yuan, and 30,000 yuan respectively to bachelor's degree holders.
