In 2023, China State Railway Group implemented the decisions and arrangements of the CPC Central Committee on building a modern infrastructure system, advanced railway construction with high quality and efficiency, and completed national railway fixed asset investment of 764.5 billion yuan, a year-on-year increase of 7.5%; 3,637 kilometers of new lines were put into operation, including 2,776 kilometers of high-speed rail, fully completing the annual railway construction tasks.

It is understood that in 2023, China State Railway Group vigorously improved railway planning and construction, actively coordinated with local governments, and promoted the implementation of various decisions and arrangements for major national regional strategies and coordinated regional development strategies. By the end of 2023, the national railway operating mileage reached 159,000 kilometers, including 45,000 kilometers of high-speed rail. Meanwhile, nine large and medium-sized infrastructure projects, including the Weifang-Suqian high-speed railway, the Shaoyang-Yongzhou high-speed railway, and the Huangtong-Baise railway, commenced construction.

According to statistics from Suitang Technology Infrastructure Connect Big Data (cnsuido01), throughout 2023, a total of approximately 57 major railway projects with an investment of over 500 million yuan each received approval from the National Development and Reform Commission, provincial development and reform commissions/transport departments/people's governments, the Ministry of Natural Resources, China State Railway Group, and provincial natural environment departments. The approvals covered engineering feasibility study reports, preliminary design, construction drawing design, project construction land, project approval, environmental impact assessment reports, etc. The total investment of the projects was approximately 1,090.8 billion yuan. Among these are many major projects worth tens of billions of yuan under the 14th Five-Year Plan railway transportation plan. More than ten major railway projects not only completed approval but also successively released construction winning bidders, and subsequently started construction, such as the suburban railway project from Chongqing central urban area to Yongchuan line, the newly built Nansha-Zhuhai (Zhongshan) intercity Wanqingsha-Xingzhong section project, the newly built Huangtong-Baise railway, the Wuhan-Hefei section of the Yangtze River (Shanghai-Chongqing-Chengdu) high-speed railway, the Weifang-Suqian high-speed railway, the newly built Yan'an-Yulin high-speed railway, and so on.
