According to CCTV News, affected by rainfall, at around 8:50 on August 3, on the Harbin-Mudanjiang section of the G10 Suifenhe-Manzhouli Expressway (this section is also referred to as the Harbin-Mudanjiang Expressway for short), near the 253 km–254 km section in the direction from Mudanjiang to Harbin, part of the roadbed of a bridge was washed away by floodwaters and collapsed, causing traffic disruption.

Through the real-time monitoring footage from the Command Center of the Traffic Management Bureau of the Heilongjiang Provincial Public Security Department, it was seen that the section near 253 km–254 km of the Harbin-Mudanjiang section of the G10 Suifenhe-Manzhouli Expressway in the direction from Mudanjiang to Harbin has been placed under traffic control; the bridge has partially collapsed, and the river channel below the road surface has a rapid current. According to passing members of the public, less than 5 minutes after the incident (around 8:53 on August 3), a vehicle accidentally fell into the collapsed area. A total of two small vehicles, one black and one white, fell in, and the specific casualty situation at the scene is unknown.

Also according to The Beijing News, a bridge near Tongzigou at the 254 km mark of the Harbin-Mudanjiang Expressway in Heilongjiang partially collapsed. A dashcam in a passing car captured footage of a white car falling beneath the bridge; afterward, the driver of the white car was rescued by the combined efforts of drivers and passengers at the scene.

According to Xinhua Net, reporters learned from Heilongjiang Provincial Transportation Investment Group Co., Ltd. that at around 8:50 on August 3, affected by heavy rain, the approach slab at the Ant River bridge head at the 253 km mark of the Harbin-Mudanjiang Expressway in the direction from Mudanjiang to Harbin fell off due to mountain flood scouring, and vehicles fell.

Also according to the Heilongjiang Provincial Public Security Department Highway Traffic Management Bureau, at present, at the 235 km mark of the Harbin-Mudanjiang Expressway in the direction toward Mudanjiang, the emergency lane and driving lane have suffered pavement collapse; at the 303 km mark there is water overtopping; at the 315 km mark there is a risk of bridge collapse; and there is relatively heavy water accumulation at multiple other sections.

In addition, regarding this matter, the official account of the Heilongjiang Highway Traffic Police released a video stating that at around 8:50 a.m. on August 3, a bridge on the section near Tongzigou at the 254 km mark of the Harbin-Mudanjiang Expressway partially collapsed. At present, traffic police and highway administration departments are carrying out emergency handling at the scene, and two-way emergency control measures have been implemented on this section. Vehicles passing through this section are requested to slow down and follow traffic police instructions. Vehicles heading to Harbin are requested to exit from the Hengdaohezi toll station, and vehicles heading to Mudanjiang are requested to exit from the Yabuli toll station.
