Guangzhou's Regulations on the Protection of Historic Buildings Slated for Issuance This Year

近日诗书路民国建筑被强拆事件引起全城关注。6月23日上午，“城镇化背景下如何延续羊城记忆”论坛在万木草堂举办，广州市规划局、文广新局、国土房管局相关负责人，以及各路学者专家、民间“文保”人士和小业主与会，探讨在地方法规正式出台前如何保护历史建筑。文化及规划部门相关负责人表示，对历史建筑的拆建过程中涉及到多个部门的职能，广州市政府打算启动联动联防的机制，以市政府为责任中心，会同国土、房管、规划、文物、城管、建设等各个部门，一起联防联办。

　　规划局法研处黄副处长表示：“《广州市历史建筑和历史风貌区保护办法》是今年市政府的项目，我们会尽快推动出台。”她说，政府正完善历史建筑预先保护机制的工作。“在历史建筑保护办法里面已经明确了预先保护的机制，预先保护期是1年。其次是出让和划拨土地之前先作历史建筑的摸查和普查。”
