It is understood that in 2015 Heilongjiang set the task target of completing shantytown redevelopment in coal mining subsidence areas for all 140,500 households within three years. By the end of 2016, a cumulative 130,000 units had started construction in the subsidence areas of the four coal cities, accounting for 92.5% of the total redevelopment task. At the same time, the state explicitly granted 7.5 billion yuan in subsidy funds for shantytown redevelopment in the subsidence areas of the four coal cities; by the end of 2016, 7.25 billion yuan had been allocated to Heilongjiang Province and all of it was promptly broken down and allocated to the four coal cities. Actively seeking support from China Development Bank shantytown redevelopment loans, a special loan quota of 15 billion yuan was secured; by the end of 2016, 5.81 billion yuan had been disbursed. In addition, Heilongjiang Province also formulated and issued the "Guiding Opinions on Monetary Compensation and Resettlement for Shantytown Redevelopment in Coal Mining Subsidence Areas," which, for direct monetary compensation and resettlement, fully respects residents' wishes, strictly controls compensation standards, strictly standardizes procedures, and effectively prevents risks such as "taking the money but not moving out." Of the 140,500 units of shantytown redevelopment in subsidence areas, 68,776 units are planned for monetized resettlement, with an estimated monetization rate of 49%.
