Off-campus Science and Technology Institutions Prohibited from Offering Academic Subject Training
The Beijing Municipal Science and Technology Commission, the Zhongguancun Administrative Committee, and the Beijing Municipal Education Commission recently jointly issued the "Establishment Standards for Off-campus Science and Technology Training Institutions in Beijing (Trial)" (hereinafter referred to as the "Establishment Standards"), which regulate the establishment conditions for science and technology off-campus training institutions registered in the city—mainly comprising three types of institutions: robotics, programming, and scientific experiments. The Standards set out specific requirements regarding their registered capital, training venues, Party building work, safety management, training content, personnel qualifications, and fee standards, and explicitly stipulate that off-campus science and technology training institutions may not offer academic subject training content, must comply with the "one address, one license" rule, and that training hours must not conflict with primary and secondary school teaching.
